A quorum of three (3) or more members being present the
following business was conducted:
First item of business; Jim spoke to the committee about
curb boxes and their replacement. He said that are no definite
city policies as to who can install and replace them. He said
that he has conflicting opinions from the State Plumbing Board
and the Water Quality Bureau. Past city practice has allowed
licensed contractors to do the work. State regulations however,
state that only licensed plumbers can do this work, or that
the individual homeowner can too. After discussion, Jim stated
that he will monitor this situation for a year and see if any
problems arise from allowing licensed contractors, not licensed
plumbers, do this work. Committee agreed to send this item
to the Council for discussion.
Second item of business; Jim stated that there is a problem
within the city of submerged meter well vaults filling with
water causing premature meter failure and unnecessary expense
to the city. It was the recommendation of the committee that
customers be charged for time and parts if their meter is damaged
by water in a submerged vault.
