CITY HALL Albert Ehrlick Ron Marshall Andy Loebe Gay Easton Dave Michael J.L. McArthur Dean Rankin J.L. McArthur, representing the Senior Citizen Center, requested three handicap parking spaces by the center. One would be on the street east of the existing handicap parking spaces and two spaces would be next to the sidewalk in the parking lot. Motion by Gay Easton, seconded by Albert Ehrlick, to have Dave Michael with the Senior Center to provide the additional spaces and install the signs. Motion carried. Dean Rankin of Coast to Coast was present for the discussion on the selling of items on the sidewalks. He stated that the area by the lawn and garden needed to stay clear for the trucks that come through the Hageman Elevator during harvest time. It was recommended that the items on the sidewalk do not exceed, in width, one lawnmower and that they be kept well away from the corner of Main and First Avenue. It was also recommended that a bench be put up against the building. It was also suggested that Coast to Coast fill out an encroachment permit and bring it to the next council meeting. Motion by Andy Loebe, seconded by Gay Easton, to approve the encroachment permit for Coast to Coast provided that they keep the items only one lawnmower width away from the building, that they keep a bench right next to the building and they keep the corner clear. Motion carried. There was a discussion on the drainage problem on Sixth Avenue and West 12th Street. The water should be running down the west side of Sixth Avenue.
