STREET & ALLEY COMMITTEE
DECEMBER 1, 1994 5:00 P.M.

The object of this meeting is to submit recommendations to the City
Council regarding an access road requirement for the properties
adjacent to South Woodland Avenue.
At the last Street & Alley Committee meeting it was requested of
Jim Flisrand to get the Fire Department and City Attorney's
opinions on this matter.
Jim Flisrand submitted the following information:
1. The Fire Department's position is all hydrants in service
need to be accessed by an acceptable road (minimum would
be gravel surface). If the road doesn't connect to
another road then a turn around is required.
2. The City Attorney indicated the public right-of-way of
Woodland should be acquired prior to constructing the
access road on Woodland Avenue, however construction of
addition homes without the Woodland access is not
recommended.
Discussion by the committee was held on the possibility of an
access road through the adjacent park and/or the construction of a
turn around on the end of the alley currently being constructed by
Mr. Blee.
Motion by Andy Loebe, seconded by Jim Flisrand, suggested the
alley be constructed to the end of Mr. Blee's property near the
interstate, with a turn around. The turn around would be partially
on the City park and partially on Mr. Blee's lot. In addition, the
waterline with hydrant should be extended to the end of proposed
Woodland with the hydrant placed west of the west curb alignment of
woodland. Motion carried.
