COUNCIL CHAMBERS MEMBERS PRESENT: Ron Marshall Jim Flisrand Gay Easton Andy Loebe John Minch L.D. Collins OTHERS PRESENT: Chuck Rodgers Rick Leuthold Rodney Riesinger John Tufle Royal Caraveau Blake Marshall Item 1: Presentation by Engineering, Inc., regarding a proposal for an SID in Murray Heights. Discussion followed- SID Steering Committee is concerned with the total cost of the project and would like the City to participate in the underground piping that will cost approximately $12,000.00. Additional discussion on design in general. Motion by Gay Easton, seconded by Andy Loebe, that the proposed designed be approved; with no commitment on cost participation. Item 2: Wasson Subdivision status. Plat has been filed making the south half of Fifth Street and Woodland Avenue South of South Fifth dedicated right-of-way. City will begin construction of South Fifth Street and Woodland as weather and time allows. Item 3: Review of traffic study completed by Marvin and Associates. Chad Lutey, traffic engineering consultant retired from the State Highway Department, has offered to review Marvin's traffic study completed for the amusement park. It was discussed it may be beneficial to have a second opinion due to the critical intersections of Railroad Street and First Avenue and South Fourth Street and First Avenue. Motion by Gay Easton, seconded by John Minch, to contract with Chad Lutey for a second opinion of the critical intersections. Motion carried. (Discussion with Mr. Lutey following the Street and Alley meeting concluded estimated costs for the second opinion would not exceed $1,000.00) Item 4: Discussion on Federal Aid Urban system projects. The State has indicated there is approximately $500,000 available for major street renovation. Previous efforts included Maryland Lane and First Avenue. The latest revision to the priority listing of projects was adopted December 1, 1987. The committee recommends further study needs to be done to update priority of projects. Item 5: Truck routes through the City were discussed. Recent requests have included residential streets not capable of handling heavy loads. Committee recommends all heavy truck traffic be required to follow designated truck routes through the City, with the exception of occasional use of East and West Maryland when necessary. Item 6: Discussion on school signs throughout the City. Speed limit signs do need to be installed, if the police department is expected to enforce a reduced speed limit. Reduced speed limit signs near a school area can only be installed on city streets and not the state system. Installation of school signs adjacent to private schools, will need further study. Item 7: Underpass maintenance- Jim Flisrand indicated he had talked with the State Highway Dept. in regards to the cleanliness of the underpass. The State would be receptive to increasing the city sweeping contract to include manual labor to clean debris and paper waste on a regular basis under and adjacent to the underpass. Motion by Gay Easton, seconded by Andy Loebe, that Jim Flisrand follow through with the State to determine what agreement can be made to assure adequate effort in maintaining and keeping the underpass clean.
