On August 8, 1995 the Street & Alley Committee opened bids on SID
110. Engineering, Inc. agreed to review all bids for errors, and
submit a recommendation for this committee. Their enclosed letter
indicates all bids received are over the engineers estimate and
therefore recommend rejection of all bids, including bond bids.
Committee proposes re-advertisement for construction bids and bonds
in January, 1996. Engineer, Inc. will review plans with the City
Engineering Department to determine if design can be scaled back to
lower total construction costs without deterring from overall
intent of the project.
Sherrie Legerski was present to request water and sewer services
without annexation or to receive city services without being
required to complete all street improvements, provided they annex.
Following considerable discussion the committee agreed to send the
Legerski's a letter indicating general guidelines and options
concerning their situation. Included in the letter, and as
discussed at this meeting, the building they plan to move on their
property, for a residence, must be U.B.C. approved. The Legerski's
will attend the Public Utilities Committee meeting on August 14,
1995 and respond to the City's letter. (letter enclosed)
Nancy and Steve Hollingshead at 419 Maple Avenue, were present to
indicate their concerns with South 5th Street near Maple Avenue and
south 1st Avenue. They would like the City to consider and resolve
the drainage problems before we spend more money on the street
repair. Jim flisrand indicated the City's intent is to determine
drainage options prior to street repair.
Randy Sorkness submitted a drawing to the City office requesting
the Street & Alley committee consider his request of having two
driveways on his frontage of West 14th Street. He feels the
traffic on West 14th a problem and doesn't feel comfortable backing
out on the street. With two driveways he will fashion his yard to
accommodate an entrance and exit making a safer situation for all.
The committee discussed the City ordinance limiting one driveway
per side of lot fronting public right--of--way. Traditionally,
throughout the City, including West 14th Street all lots have only
one driveway. Typical street design limits residents to one
driveway per frontage to control access and exiting for safety
reasons. Committee denied Randy Sorkness' request.
Street Materials- Gravel bids were opened. Bid proposals were
received from JTL Group, Inc., Empire Sand & Gravel, and Krug and
Sons. The committee recommended the contract be awarded to low
bidder. Apparent low bidder is Krug & Sons. Jim Flisrand will
review all bids for errors and omissions and confirm low bid for
the council meeting on August 15, 1995.
The meeting was adjourned at 6:30 p.m.

Thank you (Sherry) for attending our Street and Alley Committee Meeting of August 10th.
As discussed at that meeting, we feel that the best way to approach all the issues involved in
what you would like to do and what the city code requires be done is:
1. bring Block 6, Nutting Brother s Subdivision into the City which will allow
you legal access to both municipal water and sewer for the single-family, UBC-approved
modular housing unit you wish to locate there:
2. construct the required curb and gutter improvements in front of just those lots
..you are. building on at this time; mid
3. enter into a contract with the City for the remainder of the required
improvements for the rest of the block that is tied to when the individual lots are built upon
or when a certain percentage of such lots are built upon.
This arraingemeniWill allow issues of concern to you and to the City to be appropriately and
fairly addressed. This.can be further discussed at the Public Utilities Meeting Moinday at
5:30 PM at the Laurel City. Council Chambers.

On August 8, 1995 at 5:00 p.m. construction bids were received for the above referenced
project. A copy of the bid tabulation is attached for your review. All bids were reviewed for
omissions or errors. There was a mathematical error on the bid from Rock Pile, Inc. The
numbers on the bid tabulation reflect the corrected bid. The apparent low bid is from Rock
Pile, Inc. Their bid however is in excess of the allowable construction cost identified in the SID
precreation documents. The increase in construction costs appear to be tied mostly to a recent
increase in curb and gutter and oil prices, as well as the timing of the construction bids.
Based on the above information, it is our recommendation that all bids for construction
as well as those for bonds be rejected. We then will meet with the contractors to review their
bid philosophies as well as reviewing the contract documents to see if they can be modified to
reduce the overall project costs. It is anticipated that the project would be readvertised after
the first of the year, for spring construction.

Minutes of the City Council of Laurel
21 December 1995
The Uity Council of the City of Laurel, met in r egular session in the Council
Chamber Lind was called to order by Mayor Thomson at 8;00 o'clock P. Y. Tuesday
December 21st, 1948.
Upon roll call the follcwi_nt7, aldermen answered present.

'The minutes of the previous meeting were read. It was moved by Parker
and seconded by Rodgers the minutes be approved. The motion carried.
It was moved by "old and seconded by Parker tht t the matter of "premium
Game" be indefinitely tabled. yre motion carried.
The Plans snd Specifications for the improvements to be made in
Special- Improvement Lighting -"i. Strict No. lA being presented to the Council,
the Council proceeded to examine the same. k+fter examination and consideration
thereof, it was moved by Ireebury- ,..nd seconded by Parker that said plans and
specifications be a,?.prover9 and adopted. Motion carried on roll call as
follows; byes, Aldermen Parker, Freebury, Rodgers, Feuerbacher, Fold. Nays,
none, lghereupon the Mayor declared said motion duly carried.
TI-lis being the time and place fixed for opening sealed bids for material
and for making improvements in Special Improvement Lighting District No. IA,
bids of the following named persons were opened and read:

It was ordered by the Counci. thft said bid be refer.rea to the Cit7 Engineer and
Street and Purchasing Committees for examination and comilation. The City
Angineer and ?'ommittees reported back thrt the bid of the Laird Radio Electric
being the only bid, it be 'accepted. 4,,lderman Parker moved, the motion being
seconded by "lderman rreebury th,,t the. report of the c cmmittees be approved
and the bid be awarded to Laird hadio Electric. Motion carried on roll call as
follows; byes, Parker, Freebury, 'lodgers, Feuerbacher, yvold, Nayes, none.
A card from the Northwestern Peace officers Association was read, in
which they stated that they offered free information regarding men for place-
ment as peace officers. the card was placed on file.
It was moved by Parker ?,nd seconded by 'lodgers the t c ill sewer users
outside City Limits, paying water rental to the IT. P. Railway, be charged in
additional rental fee by the City, for Sewage Lisposal Plant charges, in
conformity with other users of aewa6e Disposal . The motion carried.
A letter from the recent meeting, of the Montana Municipal League, in
Helena, was presented and read, in regard to coming legislation. The letter
was placed on file.
The matter oft elephone cells Ft t;',e Police Station was referred to the
f''inanee bommittee for further study and investigation.
