STREET/ALLEY AND SOLID WASTE COMMITTEE
JUNE 26, 1996 5:00 P.M.
COUNCIL CHAMBERS

General discussion was held regarding the Container Site. The new
site will open the first part of July.
Due to available room on top of the new site the existing trailer
is not feasible. A suggestion of a 8 X 8 building pre-built with
windows, steel door, shingles and siding for a cost of $800.00.
electrical hookup will be same with either building. Heating will
be less expensive for a smaller building. The committee
recommended reviewing additional bids and go with the lowest bid
for a small pre-built.
Discussion on hours and days of operation of the container site.
Motion by Marvin Carter, seconded by Bud Johnson, to have the
container site open Thursdays, Fridays, Saturdays and Mondays only,
with flexible hours as the season warrants. Motion carried.
All changes will be printed as a public notice in the Outlook two
weeks prior to change.
Street and Alley issue relating to placing permanent landscaping in
public right-of-way south of 7th Avenue without permission or
encroachment permit. Mr. Fink at the Caboose saloon has installed
an 18" concrete wall with a bronze statue of a moose approximately
9 feet into the public right-of-way.
The committee concerns relate to the following:
1) View obstruction for all driver's attempting to enter
West Main from South 7th Avenue.
2) If encroachment permit is required for annual review,
however, then the City would approve of placement even
though obstruction of view may be apparent.
3) Constructing in a public right of way without permission
and what message that sends to anyone that may wish to
build in the public right of way.
The committee made no decision to authorize or deny the placement
of the moose in public right of way. The decision will be made at
the council meeting.
