STREET & ALLEY / GARBAGE COMMITTEE
SEPTEMBER 24, 1996

Pastor Smith, with the 1st Baptist Church, was present to request authorization to
pave his church's parking lot, at 4th str. West and 8th Ave. Pastor Smith's request
would eliminate drainage requirements and striping of parking stalls. The area in
question will be 51 feet by 84 and will be used primarily for a play area with parking
of Sundays. Committee agreed to allow the concrete pad with no drainage collection,
at this time, however, if a problem develops, the church must install an underground
collection system and drain the area to the 8th Ave storm sewer. The church must
sign an agreement, prior to constructing the pad, that they agree to install a drainage
system if deemed necessary by the City of Laurel.
There has been some interest in undeveloped lots within the City limits, and the
minimum improvements required. The committee reviewed the agreement the City
made with Mr. Wasson on South Woodland, and felt we could use that same
agreement for small isolated areas that wish to develop. One exception to the
City/Wasson agreement, however, would allow the small developer to install the
asphalt surfacing at a later date when the adjacent area became developed. The
developer would sign a waiver to allow the city to determine when the asphalt street
would be required. The waiver would be required prior to issuing any building
permits. Curb & gutter and sidewalk, however will be required in all cases.
The School District indicated they would reevaluate the proposal from the City
regarding a joint recycling program. The City agreed to furnish a large container for
the school's use for one year to determine if the centralized recycling idea is feasible.
The School District will also submit a letter of request to restrict parking on the north
side of east 8th street, adjacent to the High School. They have already initiated the
program of loading and unloading buses on east 8th, and painted the curb yellow from
1st Ave to the alley east of the school. The committee will act on their letter of
request when received.

The issue of Terry Fink's encroachment on 7th Ave was scheduled to be discussed,
however, Mr. Fink did not attend the meeting. Motion by Bud Johnson and seconded
by Gay Easton, to have the City Attorney write Mr. Fink a letter indicating the
Committee would like Mr. Fink to attend the next scheduled Street/Alley Committee
meeting, to allow the committee to express their concerns with the encroachment, and
to try to resolve the issue. This will be the last effort by the committee to try to
contact Mr. Fink, prior to, the committee making their decision on the encroachment.
General discussion on the Container Site fees and policies. The new site is working
well and there has been very few concerns. Asphalt surfacing of the site will take
place when SID 110 is paved.
Discussion regarding the alley access of the senior citizen's building. The problem
will be review, perhaps a donation of in-kind service can be made to resolve the
access difficulty. Jim and Andy will follow-up on the problem.

Dear Pastor Smith:
In reference to the. Street/Alley and Garbage Committee Meeting, which you attended
on September 24, 1996, the following issues were discussed regarding your request
fora concrete parking/play area.
1 All improved parking lots require a permanent. surfacing.
2. All improved parking lots require surface runoff to be disposed of on
said property; or connected to the City Storm Sewer.
3. No surface.runoff is allowed to cross a public sidewalk.
4. All construction must be inspected and authorized by the City..
5. All unproved parking lots must be painted with authorized parking
stalls.
Due to the intended use of the concrete slab; the Street/Alley and Garbage.. Committee
will recommend to the City Council that the First Baptist Church be allowed to build
the parking/play area without storm sewer collection and without painting parking
stalls;. However, if a surface runoff problem develops, including: drainage
across the
sidewalk; drainage problems in the alley, or washing of rocks into.the street; the ,
drainage collection must be installed
The City Council will meet October 1, 1996 to approve or disapprove the committee's
recommendations.
Pastor Smith, your signature will obligate the First Baptist Church to complete any
drainage requirements, as referenced above, that may be deemed necessary by the
City of Laurel.
