COUNCIL CHAMBERS PRESENT: Jim Flisrand Bud Johnson Andy Loebe Gay Easton Metzger, 405 7th Avenue Owner of Laurel Ridge Motel Metzger family discussed their drainage problems in front of 405 7th Avenue. The typical drainage would normally turn and flow east at 4th Street West instead of flowing south along 7th Avenue. Further discussion led to the fact that the City will need time to review the drainage in that area and report back to the committee. Anticipated results would be early spring or March 1st if possible. A representative for the Laurel Ridge Motel indicated a concern of a garbage container location and the fee assessed to the motel. Flisrand indicated they would move the container if feasible and also discuss the fee schedule with the owner this week. The committee discussed the snow plowing and removal policy, however felt more time was needed to review all aspects of the policy. The committee will discuss this policy again during the next scheduled meeting. The final item related to charging businessmen who own multi-family complexes and/or mobile home courts. Currently they are charged at the container site if they wish to dispose of waste from their business. Their argument is that most of the waste is residential. If a multi-family complex (mobile or apartment) chooses, to supply a service of disposing of all waste for their renters it is a service they can feasibly charge for and make a profit. All renters and home owners have the right to use the container site, for normal household waste, at no additional cost. To keep the assessment procedures trackable and reasonable for all businessmen it is the opinion of the committee that all commercial, contractors, businesses and non-residents need to pay for the use of the container site.
