POLICE COMMITTEE MEETING
May 2, 1994
FAP COMPLEX
5:00 P.M.
MEMBERS PRESENT:
Ron Marshall, chairman Lonnie Kellogg
Albert Ehrlick Mike Atkinson
Bill Brennan Rick Musson
OTHERS PRESENT:
Mary Ann Guenthner
A quorum of three (3) or more members being present the
following business was conducted:
First item of business; Mary Ann Guenthner met with the
committee regarding panhandling within Laurel. The committee
reviewed proposed ordinances. After discussion a motion was
made by Bill Brennan, seconded by Albert Ehrlick to approve
an ordinance as corrected. See attached.
Second item of business; Mrs. Guenthner brought to the
attention of the Mike Moran residence at 413 Alder Avenue. The
committee recommended that the city attorney write Mr. Moran
telling hi{k to clean up his yard. Motion carried.
Third item of business; Mike Atkinson explained to the
committee that current ordinances 10.36.060 and 10.36.090 need
to be revised so that bike patrols can be carried on within
the business district. Motion by Albert Ehrlick, seconded by
Bill Brennan that these ordinances be revised. Motion carried.
Fourth item of business; Mike Atkinson requested that
the committee allow officers to wear shorts during the summer
months. Motion by Lonnie Kellogg, seconded by Albert Ehrlick
that officers be allowed to wear shorts during the summer so
long as they are standard uniform issue. Motion carried.
Fifth item of business; Ron Marshall brought to the
committees attention that he thought that better enforcement
could be made regarding delivery permits. Mike stated that
if anyone knows of a business not in compliance to bring it
to his attention.
Meeting adjourned at 5:45 P.M.

PROHIBITION OF SOLICITATION ON OR NEAR ROADWAYS arNkc ey15????
SECTION 1. The city council finds that the practice of
selling or soliciting funds from persons in vehicles/ using the
streets in the city creates traffic hazards and dela s. Such
activity typically occurs at busy intersections, but may
involve hazards and delays at any location along a street.
The purpose of this ordinance is to eliminate that source of
hazard and delay.
SECTION 2. No person shall stand, sit or remain next to, the
right of way of any street, highway or alleyway in the city,
for the purpose of selling any item to the drivers or
passengers of vehicles using the street, or for the purpose of
soliciting contributions from the drivers or passengers of
vehicles using the street.
SECTION 3. Nothing in this ordinance shall be interpreted as
affecting any business that solicits business by inviting
drivers of automobiles to leave the travelled portion of the
street and enter a parking lot or driveway for service.
SECTION 4. Any person who violates any of the provisions of
the Ordinance shall be subject to the general penalty
provisions of S1.36.010.
