CITY COUNCIL COMMITTEE OF THE WHOLE
DECEMBER 17, 1996 6:30 P.M.

Bud informed the council that there will be a forum to explore
ideas, in the council chambers on January 9, 1997 at 7:00 p.m. Bob
Worthington, MMIA Programs Administrator, will be here to discuss
various topics. Terry Fink and Scott Wilm will also be here to
talk about right-of-way issues.
Gay said that he will have a report ready for the next council
meeting regarding an agenda format and redoing the schedule for
council night.
Bill Staudinger reported that some business places and some
residence have not been clearing their walks off after a snow
storm. Jim said that we can write letters to the property owners.
Bill also mentioned that he will be out of the state next month for
a few days.
Darrell mentioned that the Budget/Finance Committee went local on
a bid to finance the purchase of the new fire truck. A resolution
will be presented at a January council meeting.
Jim distributed and reviewed the DPW Update of 12-17-96.
A fact sheet and recommendation regarding the garbage truck and
pick up were also distributed.
There is a resolution on the agenda tonight accepting a quit claim
deed from Dave Murray for a small parcel of land in Murray Heights
Subdivision.
Discussion regarding garbage trucks. The old Pak-Mor trucks we had
several years ago were a maintenance problem. The new proposal
from Pak-Mar does not meet specs. The Heil meets all specs.
The resolutions (items 10 and 11 on the council agenda tonight)
regarding parking will not be acted on tonight and will be put on
the 1-7-97 agenda.

Mike zuhoski reported that Susan Canape will replace Jo Meccage,
who is retiring 12-31-96, as full time dispatcher. They are
accepting applications for a part-time dispatcher through Friday to
replace Susan.
All police officers are on board now and ready to go on their own.
Miles reported that he had complaints on sweeping First Avenue
during school hours when parents are trying to drop their kids off
at school. Andy said they were sweeping up sand and gravel by the
stop signs. Normal sweeping goes up First Avenue to Seventh
Street. During the winter sweeping cannot be done as early in the
day as you can in the summer.
Joe said that there is an ordinance that indicates that it is a
public nuisance to allow snow and ice, etc., to accumulate on
sidewalks. You have 24 hours after the accumulation to remove it.
The meeting was adjourned at 6:47 p.m.

Recommendation on Refuse Trucks
and Half-Ton Pickup Truck.
Following review of all bid proposals, the following
recommendations are submitted for consideration and approval.
A. Refuse Truck: Two bids were received.
KOIS Brothers Equipment- $ 150,370.00
Solid Waste Systems, Inc.- $ 142,853.00
KOIS Brothers Equipment is located in Billings with full
maintenance and warranty service. KOIS bid the Heil compactor
with a Volvo truck. The Heil compactor meets all
specifications. Solid Waste Systems, Inc. is based in
Spokane, Washington and has contracted with Yellowstone
Hydraulics to do all maintenance and warrantee work. They
have bid a Pak-Mor with a Volvo truck. The Pak-Mor compactor
doesn't meet specifications relating to the hopper floor and
side wall thickness, lift controls, dumping barrel in extended
position, and cycle time of lift device.
Recommendation: KOIS Brothers Equipment for $ 150,370.00.
B. Heavy-Duty Half-ton Pickup Truck.
Fichtner Chevrolet $ 15,944.18
Laurel Ford $ 16,676.15
Fichtner Chevrolet is located in Laurel, Montana and offers a
full warranty and maintenance service. The Chevrolet bid
meets all specifications. Laurel Ford is located in Laurel,
Montana and offer a full warranty and maintenance service.
The Ford bid also meets all specifications.
Recommendation: Fichtner Chevrolet for $ 15,944.18.

SUBJECT: Public Works- UPDATE
STREET & ALLEY
1. Pothole patching (weather permitting).
2. Sign replacement as needed.
3. SID 110 final inspections to be completed.
4. Plowing of emergency routes, and sanding as needed.
PARKS & CEMETERY
1. Equipment and building maintenance as needed.
WATER & SEWER
1. Plants continuing with normal treatment and maintenance
activities.
2. Water Improvements Project continuing with final design.
Working with consultant on proposed water rates.
3. Meter replacement program continuing through winter months.
SOLID WASTE
1. Proceeding with collection and container site operation as
required.
2. Bids were opened for a new garbage truck, apparent low bid was
KOIS Brothers Equipment with a Heil compactor.
ADMINISTRATION
1. Construction planning and building activity is typical of this
time of the year, with continual commercial activity.
2. Underpass project is still in progress. Completion set for
late winter, early spring.
3. Working with COP Construction regarding installation of water
lines associated with the bridge project. Water Plant will be
shut down for short periods of time throughout project.
4. Bids were opened for a pickup truck with Fichtner Chevrolet
being the apparent low bid.
