CITY COUNCIL COMMITTEE OF THE WHOLE
NOVEMBER 19, 1996 5:30 P.M.

Bud mentioned that the council work session held on November 12th
was beneficial to everyone.
Discussion regarding getting Bob Worthington, MMIA Insurance
Coordinator down here for a meeting regarding right-of-way.
Bud said that he contacted a fellow in Helena last week regarding
zoning.
It was reported that a new committee list will be out soon.
Discussion regarding the Martin property. It was reported that he
is pushing the concrete into the hole.
Mike reported that Mr. Martin was served 10 summons to appear in
City Court.
Discussion regarding Fox Lumber's fire suppression system.
According to Darrell McGillen the front building is completed and
they are now working on the rear building to the east for the cop
plant that they have in there now.
Donna also mentioned that the council work session was very
informational.
Dave reported that on the agenda tonight there are several
ordinances adopting building codes, etc., which we update
periodically. Discussion regarding the Uniform Fire Code.
Dave reported that we have received a preliminary plan and specs.
for the Water Plant/Project update. This will be reviewed by all
the state agencies concerned with the project. (Water Quality
Bureau) The proposed water rate increase was discussed at the
Public Utilities Committee meeting last night.
Discussion regarding expanding the time for pre-council meetings by
30 minutes so that there could be a brief review of council agenda
items that will be coming up that night.
Bud wanted to know that instead of voting on the annexation issue
last time if we could have just put it on the agenda for the next
council meeting, so that there is time to study the issue before
voting on it.
Ron commented that many times these issues are recorded in
committee minutes and are not actually on the agenda. They come up
as a result of what is in the minutes themselves. More discussion
about committee minutes.
Andy reported on the Martin building. Pictures have been taken and
there is progress on cleaning up the mess.
MRL informed Andy today that West Railroad street, the truck route,
will be closed Thursday morning, weather permitting, to work on the
railroad crossing by Rapid Tire.
Mike Atkinson said that they have selected two new police officers.
One started last week. Next council meeting Mike will have both
officers here. Travis Pitts is from Carbon County and Patrick
Kennedy is from Columbus.
Mike is working on the specs. for a new police car and he will get
together with Ken Fichtner this week and get it ordered.
The dispatcher's job has been bid out to replace Jo Meccage. (She
is retiring 12-31-96)
Cal Cumin wanted to know the status of the new zoning ordinance.
It has been placed on the agenda for 12-3--96. (This was tabled on
10-1-96 after the public hearing)
Regarding the downtown planning, which Cal has discussed before,
there is a preliminary work session scheduled for Wednesday,
December 4th at the Locomotive from 6:00 to 10:00 p.m. All people
interested in the development of downtown Laurel should attend this
meeting.
Darrell reported that the holes and trenches (for the sprinkling
system) on the vacant corner by the FAP have been covered up.
Water will be turned on in the spring.
The meeting was adjourned at 6:50 p.m.
