CITY COUNCIL COMMITTEE OF THE WHOLE
OCTOBER 15, 1996 6:30 P.M.

Bud mentioned that when he and Dirk were in Kalispell they talked
with Mark Watson and other people from Billings regarding a meeting
of the Legislative Coalition to be held at 5:30 on this Thursday at
the Skyview Terrace. (see correspondence)
Bud suggested that there be a work session regarding the proposed
zone changes. He still has several things that he does not fully
understand.
^ While in Kalispell Bud visited with Bob Worthington, MMIA Insurance
Coordinator, about possibly setting up a meeting to clear up some
insurance issues that we have here, such as construction on public
right-of-way.
Bud said that he appreciated the opportunity to go to the MLCT
Conference in Kalispell this year. It was very educational.
Miles said that he and Jim Stevens went to an ISO rating workshop
in Great Falls and found it to be very informative and educational.
Discussion regarding the Jim Martin property around town. It has
been very frustrating trying to get Mr. Martin to clean up the
burned debris. Jim Flisrand will check with the state to see if he
has been issued a permit for asbestos removal.
Darrell McGillen said that the fence has fallen down and has become
a safety factor. We should be able to move on that immediately.
Ron commended the efforts of Jim Flisrand in working with the state
to have a temporary 3-way stop sign installed at South 5th and
Railroad Street during the underpass construction.
Discussion regarding the picnic tables from the shelter and the
sprinkling system in Athletic Field. Andy said that the sprinklers
?. will be shut off and the two other small parks winterized this
week. The picnic tables will be stored in the swimming pool area
during the winter.

William Staudinger has received complaints regarding the property
across the alley from him. (Larry Erb property) Jim will check on
this.
Dave said that the resolution on the agenda tonight regarding the
sewer rate increase is to correct some terminology. The ordinance
tonight is the first reading to change the systems development fee.
The winter suction line at the water plant is in place. The sewer
plant is being prepared for winter also.
Jim distributed and reviewed the DPW Update of 10-15-96.
Darrell mentioned that he has talked with COP Construction
regarding emergency access of the underpass during construction.
After a discussion it was determined that it would take too much
time and too much of a hassle to move barricades and replace them
to get through the underpass. Emergency services would use
alternate routes.
Chuck said that he talked with COP Construction today and weather
permitting, they should have the underpass completed in about 14
days.
Joe thanked the council for allowing him to attend the MLCT meeting
in Kalispell. HE attended the City Attorney's conference which he
found very beneficial. The Attorney Generals' Office had a
representative there who has been looking at legal processes in
Justice of the Peace and City Courts. He wanted Joe to compliment
the City of Laurel on the processes that are in place here in
Laurel. He felt that as he went around and visited, the court here
is as good as any court in the state in terms of making sure the
procedures are followed.
Joe also met with Bob Worthington, MMIA Insurance Coordinator and
reviewed with him on some personnel items that we talked about in
the sessions with Dick Larsen. Bob was also looking at some things
on a statewide level. bob will get back to Joe regarding policy
and procedures, job applications, etc..
Darrell mentioned that the dispatchers and ambulance crew were
notified of the emergency travel situation at the underpass which
we discussed earlier.
The meeting was adjourned at 7:02 p.m.

SUBJECT: Public Works- UPDATE
STREET & ALLEY
1. Pothole patching.
2. Sign replacement as needed.
3. Street and alley repair throughout area.
4. Fall sweeping program in progress which includes downtown
sweeping district and all intersections with stop signs.
5. SID 110 is primarily completed except for a few minor issues
and clean up. Final inspection will be held to identify any
remaining work.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing
. throughout the parks, cemetery maintenance, as needed.
2. Installing pea rock in areas of playground equipment, as
weather and work allows.
WATER & SEWER
1. Plants continuing with normal treatment and maintenance
activities.
2. Water Improvements Project continuing with final design.
Working with consultant on proposed water rates.
3. Water meters read during this period.
4. Jet rodding program will continue through fall of the year.
5. The new drying beds at the WWTP have been completed and are
being used.
SOLID WASTE
1. Proceeding with collection and container site operation as
required. The new container site is open.
2. Contractor has completed asphalt work at the container site.
ADMINISTRATION
1. Construction planning and building activity is typical of this
time of the year.
2. Underpass project is in progress. City will be following
construction closely due to possible waterline concerns and
restricted traffic issues.
