Miles commented that he is glad to see the underpass project get
started. Jim reported that the underpass will be shut down for a
minimum of 14 days, which they are allowed by contract. Discussion
regarding keeping emergency services informed. Darrell is working
with Montana Rail Link to keep them from blocking the access to the
south side of town.
Ron mentioned that he feels that a 3-way stop should be set up
where 5th Avenue South goes over the railroad tracks and merges
with Railroad Street. A stop sign should be set up for south bound
traffic. What happens is when you are heading west on Railroad
Street and stop at the stop sign on 5th, you've got southbound
traffic that keeps coming and coming and the traffic will back up
to the east on Railroad Street.
Jim stated that he will get with the traffic engineer.
Jim reported that they will be putting in a 4-way stop at Main
Street and 5th Avenue.
Dirk said that the commercial sign at East Railroad Street and
Durland is back up again.
Donna had a request today to allow South School to walk to Russell
Park and put bows around trees. This is to kick off Red Ribbon
week for drug free schools. This will be discussed during the
council meeting.
William Staudinger said that Bill Bernhardt has a headgate at Alder
and 8th, by Nutting Park, which the kids have broken and he feels
the city should repair it. William went over and looked at it and
said that the welding was all rusted out. Discussion and Jim will
check into it.
Dave handed out and reviewed information regarding the proposed
sewer rate increase.
Dave also mentioned that they are working on relocating water lines
i for the underpass project.
Andy mentioned that two 30 yard containers were set out for the
Herbstfest celebration and it worked real well, better than 300
gallon containers.
Jim distributed and reviewed the DPW update of October 1, 1996.
Mike Atkinson said that he was asked again about a 4-way stop sign
at East 8th and Cottonwood.
Discussion regarding a left hand turning lane coming up out of the
underpass and going west on Main Street. Jim will check with the
state again on this.
The Police Committee will meet next week regarding a new police
car.
Mike reported that employee evaluations are almost completed in his
department.
Cal Cumin mentioned that there was another letter to the editor
regarding manufactured homes in Laurel.
Cal said that he will follow up on the sign that Dirk had mentioned
earlier.
Discussion regarding Community Hope. Cal said that they were
suppose to post a performance bond. Don will check the council
minutes and get back to Cal.
Chuck reminded the council and supervisors of a training session on
Saturday, October 5th at 8:00 a.m. at the fire hall.

SUBJECT: Public Works - UPDATE
STREET & ALLEY
1. Pothole patching.
2. Sign replacement as needed.
3. Street and alley repair throughout area.
4. Sweeping program in progress with sweeping district being swept Tuesdays
and Thursdays.
5. Working on permanent street repair and significant patch work on Wyoming
Ave. and West 4th Street.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing throughout the
parks, cemetery maintenance, as needed.
2. Installing pea rock in areas of playground equipment, as weather and work
allows.
WATER & SEWER
1. Plants continuing with normal treatment and maintenance activities.
2. Water Improvements Project continuing with final design. Working with
consultant on proposed water rates.
3. Jet roding program will continue through fall of the year.
SOLID WASTE
1. Proceeding with collection and container site operation as required. The new
container site is open.
2. Existing garbage trucks continue to be a problem with down time. (Hydraulic
issues)
ADMINISTRATION
1. Construction planning and building activity is typical of this time of the
year.
2. Preparing all necessary correspondence in relation to sewer rate increase.
3. Underpass Project begin September 30th with work on the lift station. Work
on the underpass drain will begin during the week of October 14th.
