McGillen Don Hackmann Vicki Metzger Ron mentioned that he received a call from a constituent on Woodland Avenue regarding community Hope. He complained about the lack of landscaping that was promised, trash and boxes around the building and a lack of a fence that was promised during the initial planning. Cal will write a letter to find out the status of these items. Gay said that the landscaping is being done now. It was mentioned that the fence is suppose to be a privacy type fence, not chain link. Mike mentioned that the state bid for a patrol car came in at $ 21,500. He asked Laurel Ford and Fichtner Chevrolet for a bid on a smaller car. A Chevy Lumina was $ 17,900, but Laurel Ford has not responded yet. Bud has some information on a lease program, which will be reviewed by the Police Committee. Mike said they started their employee evaluations today at the police department. The past two weeks they have had a rash of burglaries caused by the same person. At 6:00 P.M. tonight she was caught. Mike Zuhoski mentioned that they had a patrolman resign and if no one bids into the position, they will be taking applications. Darrell gave an update on the William's property. They plan on installing a sprinkler system and plant grass. Trenches have been dug and the pipe will be laid as soon as possible. Discussion regarding the Jim Martin property. Jim Flisrand and Joe talked about it today and they are looking at a couple of different options but nothing is concrete at this time. ?i' Dave handed out preliminary information regarding the sewer rate increase. A public hearing will be held on October 1st. Dave reported that the intake pier at the water plant has been cleaned. Jim distributed and reviewed the DPW update of September 17, 1996. Tomorrow at 2:00 p.m. there will be a pre-construction meeting in Billings regarding the underpass repairs. On October 30th the state plans to hold a meeting on the Buffalo Trail Project at 7:00 p.m. in the council chambers. Pothole patching. 2. Sign replacement as needed. 3. Street and alley repair throughout area. 4. Sweeping program in progress with sweeping district being swept Tuesdays and Thursdays. 5. Working on permanent street repair in preparation of chip seal next year. Project area includes 1st Ave. to Betty's Ave. and 7th Street to 14th Street. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. 2. Installing pea rock in areas of playground equipment. WATER & SEWER 1. Plants continuing with normal treatment and maintenance activities. 2. Water Improvements Project continuing with final design. 3. Water meters read this week. 4. Jet rodding program will continue through fall of the year. SOLID WASTE 1. Proceeding with collection and container site operation as required. The new container site is open. ADMINISTRATION 1. Construction planning and building activity is typical of this time of the year. 2. Preparing all necessary correspondence in relation to sewer rate increase. 3. Collecting data for Double Tree to establish new water rates. 0 • SEWER RATE INCREASE 1) Pass Resolution for rate increase (Public Hearing) September 3, 1996, Council meeting. 2) Publish Rate Increase notice in Laurel Outlook 3 times, September 11, September 18, September 25. 3) Mail copy of Rate Increase to each customer by September 24th. 4) Public Hearing October 1, 1996, regular Council meeting. 5) Council decision on rate increase hearing within 30 days. 6) File with City Clerk effective 10 days after filing. 7) Send PSC copy of new rules.
