COUNCIL CHAMBERS MEMBERS PRESENT: Chairman - Chuck Rodgers Ron Marshall Donna Kilpatrick Gay Easton Bud Johnson Dirk Kroll Miles Walton OTHERS PRESENT: V. Joe Leckie Mike Zuhoski Dave Michael Jim Flisrand D.L. McGillen Andy Loebe Cathy Gabrian Dirk stated he has received complaints from residents near Russell Park regarding the transients that are hanging around the park and sleeping there. They are also camping by the house near the overpass. Dirk also inquired what the policy is regarding giving out crime reports to victims. It was stated that a person can only have their own statement. Any criminal justice information is confidential and has to be released by the court. This is a statutory requirement. Dirk inquired about South 5th Street and said it was his understanding that the street would be completed. Jim stated that the street will not be finished until the lots adjacent to it are developed and they will contribute to the cost. The city did contribute towards graveling the existing street. Gay expressed concern regarding the large amount of trees that are backing up by our water intake pier. Trees are being cut down to facilitate the construction of the new bridge. Gay questioned our liability if something happens and is concerned about future problems that may arise. The Mayor suggested that Cop Construction be contacted regarding removal of the trees. Dave stated work will start on the intake pier after Labor Day. In September, the water level is down and it is our normal time to do repairs. Dave stated the Utilities Committee needs to meet regarding the sewer rate increase before the next council meeting. A meeting was set for Thursday, August 29th at 5:30 p.m. Jim presented and reviewed the Public Works Update. Miles inquired about the progress at the container site. ?2? Lo 4i Bud inquired about any activity regarding the cleanup of the other Jim Martin property around town. Jim Flisrand said this will be discussed at a Parks, Land & Public Building Committee meeting. Jim stated some minor cleanup is being done on the burned building owned by Jim Martin with demolition to follow. Mike Zuhoski stated that the DUI Task Force purchased three portable breath testers for our department. We also received a grant which will cover the cost for off duty officers to patrol for DUI cases. Mike also stated that two radar units have been donated to the City of Laurel by the National Highway Transportation Safety Administration for use in our patrol cars. In regards to the letter to Terry Fink regarding the encroachment permit, Joe Leckie stated he will have the letter ready to go out this week. Cal Cumin stated he would like to review the lengthy zoning ordinances prior to the public hearing. The meeting adjourned at 6:55 p.m. L-1 Respectfully submitted, Cath? 'Gabrian Deputy City Clerk 0 FROM: Jim Flisrand, Director of Public Works TO: Mayor and City Council DATE: August 20, 1996 SUBJECT: Public Works- UPDATE STREET & ALLEY 1. Pothole patching. 2. Sign replacement as needed. 3. Street repair throughout area. 4. Sweeping program in progress with sweeping district being swept Tuesdays and Thursdays. 5. Painted all school crosswalks and will finish remaining walks in a few days. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. WATER & SEWER • 1. Plants continuing with normal treatment and maintenance activities. 2. Water Improvements Project continuing with final design. 3. Read meters week of August 12th. SOLID WASTE 1. Proceeding with collection and container site operation as required. The new container site will open within the next few days, signs are installed. Asphalt contractor is submitting bid this week. ADMINISTRATION 1. Construction planning and building activity is typical of this time of the year. 2. Jim Martin has obtained a demolition permit for the removal of burned debris on East First Street and Montana Avenue. 3. Maintenance activities relating to street, water, and sewer repairs have been limited due to scheduled vacations, and sick leave. City Mechanic has resigned effective August 21, 1996. City will be requesting applications to fill the position.
