CITY COUNCIL COMMITTEE OF THE WHOLE
AUGUST 6, 1996 6:30 P.M.

Mike reported that he had driven over Railroad Street today and it
seems to be in pretty good shape with the exception of a few rough
areas. There will be a lot of traffic going over this road when
the underpass is closed down for repairs. He suggested that the
street crew look this over before the heavy traffic starts.
Ron wanted to know if we are assured that the trench for the
telephone project on First Street will be properly filled and
patched. Jim said that he met with the construction company today
and they will start repairing the street Thursday and they will lay
asphalt the entire length of the trench.
Discussion regarding the picnic tables at the picnic shelter.
Apparently different groups move them out, but sometimes they don't
put them back.
Jim distributed and reviewed the DPW Update of 8-6-96.
Rick reported that they have been patrolling the areas where
transients congregate. There still is a problem, but the number of
transients seem to be down. This may be due to increased
patrolling. Chuck said that the officers have been doing a good
job the past 7 or 8 days.
Chuck reported that there are a couple of parties who are
interested in doing some sub-dividing around Laurel. They will
contact the City in the near future. Their main interest is water.
One area has 47 homesites and another area about 130 homesites.
The meeting was adjourned at 6:43 p.m.

Public Works- UPDATE
STREET & ALLEY
1. Pothole patching.
2. Sign replacement as needed.
3. Street repair throughout area.
4. Sweeping program in progress with sweeping district being
swept Tuesdays and Thursdays.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing
throughout the parks, cemetery maintenance, as needed.
WATER & SEWER
1. Plants continuing with normal treatment and maintenance
activities.
2. Water Improvements Project continuing with final design.
3. Bridge project has begun.
SOLID WASTE
1. Proceeding with collection and container site operation as
required. Container site has been completed except for asphalt
work and placement of building.
2. Excessive down time with older garbage trucks.
3. A few complaints have been issued regarding paying at the
container site. We will look at allowing all local businesses
and contractors to charge to eliminate money handling.
ADMINISTRATION
1. Construction planning and building activity is typical of this
time of the year.
2. Jim Martin finished salvaging material from his property on E.
First Street and has now obtained the necessary forms to
request a demolition permit.
