CITY COUNCIL COMMITTEE OF THE WHOLE
JUNE 18, 1996 6:30 P.M.

Gay suggested that if the council is considering changing the
ordinance for parking of recreational vehicles on city streets that
they take a long look and study any proposal before making a
decision. He pointed out an example that someone converted a
station wagon to a motor home that looked more like a jalopy and
parked it in front of his neighbor which made them upset.
Gay is concerned about changing ordinances for the benefit of users
and not for the safety of non-users.
Andy reported that someone has been pounding stakes into the ground
in parks where sprinkler systems have been installed and puncturing
the water lines. Firemen's Park had two water leaks. He will take
this problem to the parks committee and possibly establish a policy
for putting stakes or objects into the ground.
Jim said that they have a map of where the lines were installed and
if someone would contact the maintenance department they will
assist in placing items, etc., in the parks.
Jim reviewed the DPW update of 6-18-96.
Don suggested that the Council might consider holding a special
council meeting on July 8th for the specific purpose of approving
the June claims. We will not receive all of the invoices for the
prior fiscal year by the regular meeting of July 2nd. This will be
considered at the council meeting tonight.
Mike referred to the overtime list that was distributed today. He
mentioned that letters were sent to the highway patrol and Billings
Fire Chief Ballard regarding using part-time dispatchers from other
agencies. However, apparently they are having similar problems as
we are. They could also use part-time dispatchers.
Mike also mentioned that a new schedule for patrolmen is being
considered. A different schedule might help alleviate some
overtime.

SUBJECT: Public Works- UPDATE
STREET & ALLEY
1. Concentrating on patching spring breakup throughout the 4
areas.
2. Sign replacement as needed.
3. Continuing our gravel, street and alley spring work.
4. Sweeping program in progress with sweeping district being
swept Tuesdays and Thursdays.
5. Local utility work has caused some activities around the
perimeter of the City.
PARKS -& CEMETERY
1. Equipment, building and ground maintenance continuing
throughout the parks, cemetery maintenance, as needed.
2. Using Youth Manpower to work at Riverside Park.
3. Lifeguards were selected for the season. Summer seasonal for
park and cemetery work will be interviewed this week.
4. Bathroom in parks are being repaired and painted.
WATER & SEWER
activities.
2. Water Improvements Project continuing with final design.
3. Bridge project to begin in June. Working with State to
participate in water line replacement as associated with
bridge project.
4. High water caused some dike repair and preparation for higher
water however no flooding was seen at the plants.
SOLID WASTE
1. Proceeding with collection and container site operation as
required. Container site gravel work i:s being completed with
anticipated use this month.
ADMINISTRATION
1. Construction planning and building activity is typical of this
time of the year.
2. Working on CTEP programs with consultants.
3. Worked with consultant on wage classification study and job
descriptions.
