COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman- absent Ron Marshall Dirk Kroll Miles Walton V. Joe Leckie Mike Atkinson Andy Loebe Don Hackmann Chuck Dickerson Gay Easton Donna Kilpatrick D.L. McGillen Jim Flisrand Dave Michael Ron asked if there has been any progress on the abatement proceedings for the Merchant Apartments? Joe responded by saying that he talked with the insurance adjuster (Montana Claims Service) this week and he wanted one more additional report which had something to do with the abatement code. The adjuster was referred to Jim to get a copy of that code. Darrell said that he has submitted all of his reports. Discussion regarding vehicles more than people who have been reported that there night and they will situation. the parking of trailers, campers and other 5 days on city streets. Mike reported that n getting tickets don't understand why. Ron is a police committee meeting this Thursday discuss the ordinance regarding this parking Discussion regarding the proposed SID 110 in Murray Heights. Chuck Dickerson mentioned that the consensus of the residents in the area is that they would like to have the project re-bid. Rick Leuthold will give an update at the Council meeting tonight. Chuck said that people have been calling him regarding the trench at First Avenue and Valley Drive. This is in the county, but Jim will check on it. Chuck reported that he too has been getting phone calls regarding the parking of trailers, etc. on city streets. Dirk was questioning the progress on South 5th. Jim said that the rain has delayed the completion, but South 5th is basically open now. Donna reported that she had complaints about playing golf in Murray Park. This needs to be looked into. She has had calls also regarding parking of trailers, etc. on the street. The basic idea is to keep people from using the street as a storage area. Donna said that she realizes that people pay taxes, but it just gets to be looking like a cluttered mess. She is in favor of the current ordinance. n .r 4.• Jim distributed and reviewed the DPW Update of 6-4--96. Darrell reported that one of our fire trucks is in Casper, Wyoming right now. They have located some parts for it, but the cost could be overwhelming. Representatives from Becker Fire Service will meet with him tomorrow and give him some accurate figures for repairing or replacing the pump. The vehicles is a 1964 model and right now the estimated repairs is approximately $20,000.00. Becker is also bringing in a new fire truck for the fire department to look at. One of the water tenders has a bad tank. It is leaking in a couple of places. To replace the tank with a fiberglass one would cost about $10,000.00. The radios that were stolen awhile ago from vehicles parked outside by the FAP were not covered by insurance due to them not being factory installed. Discussion regarding the ice at South Pond and obtaining rescue equipment. Darrell said that this has been included in the 1996-97 budget. Mike reported that the list of parked vehicles Bud gave him last council meeting with 40 some names on it was checked by the parking attendant and 20 some were actually parked there and several were duplicates. After six days only two were not moved and they will be ticketed. Mike has talked to Connie about prioritizing her job as follows: 1. Animal control 2. Abandoned vehicles 3. Downtown parking 4. Routine patrol Mike said that he will be providing periodic reports to the council of the police department's activities. Chuck Dickerson asked Jim to start sending out weed letters. He has had several calls. Jim said that most cities handle weeds on a complaint basis. Concentrating on patching spring breakup throughout the 4 areas. 2. Sign replacement as needed. 3. Continuing our gravel, street and alley spring work. 4. Completing South 5th Street and Woodland Avenue. Rain delayed work, expect to begin container site Wednesday June 5, 1996. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. 2. Seasonal janitor has begun cleanup of park restrooms. IS 3. Using Youth Manpower to work at Riverside Park. 4. Lifeguards were selected for the season. Summer seasonal for park and cemetery work will be interviewed this week. WATER & SEWER 1. Plants continuing with normal treatment and maintenance activities. 2. Water Improvements Project continuing with final design. 3. Bridge project to begin in June. Working with State to participate in water line replacement as associated with bridge project. SOLID WASTE 1. Proceeding with collection and container site operation as required. Container site grading and finish work to begin week of June 3rd. Asphalt work to be scheduled when contractors in area. ADMINISTRATION 1. Preliminary construction planning and building activity is increasing. 2. All public works activities increased due to public interest and concerns during warmer weather.
