CITY COUNCIL COMMITTEE OF THE WHOLE
MAY 21, 1996 6:30 P.M.

Chuck Rodgers mentioned that there are several unfinished projects
which have not been completed for a long period of time.
Jim gave an update on South 5th Street and Woodland, the container
site, and the chamber building in Firemen's Park (log cabin). The
chamber is still using the Laurel Outlook as their main office.
Dave gave an update on the drying beds.
. Jim continued reviewing the DPW Update of 5-21-96.
Don distributed Council minutes from 5-18-93, regarding the Chamber
of Commerce circus to give an idea of what transpired at that time.
They are on the agenda tonight for a circus on 7-21-96.
Don requested that everyone bring in their LMC book and he will
insert the 1996 update.
Darrell McGillen reported that engine one (1964 International),
which was one of the main trucks on the show house fire, obtained
some severe damage to the pump, due to gravel in the water line.
He has made arrangements to ship the truck to a fire equipment
company in Casper, Wyoming, at a cost of $350.00. He does not have
an estimate of the cost for the repairs at this time. A Billings
fire truck fighting the fire has apparently suffered similar
damage.
Darrell also reported that the equipment parked on the north side
of the FAP has been broken into and the radios stolen out of them.
At a meeting about a month ago six firemen had their personal
vehicles broken into while parked along side of the FAP Complex
when they were attending a meeting on a Wednesday night.
Mike reported that the dispatchers have been training on the new
computer. Next week the officers will be trained.

. Cheryl Thomas is off work now indefinitely. Matt Hoppel is back to
work. Mitch Connors is on light duty for three weeks.
Bud was approached by a citizen who had done some work on his own
regarding cars parked over five days on city streets. There were
45 incidents listed, west of First Avenue. Discussion. Mike will
get a copy of the list.
Chuck Dickerson reported that the residents in the area of SID 110
met last week to discuss the proposed SID and possible changes.
Letters have been sent out to the residents in the district asking
them to vote on putting it out for re-bid or to abolish the
project. Letters need to be returned to Engineering, Inc. by the
24th and will be tabulated at that time.
Dave reported that the river has risen substantially over the past
week.
Andy reported that the lights have been repaired on the sign at
Riverside Park. Also, we picked up our new road grader today.

SUBJECT: Public Works- UPDATE
STREET & ALLEY
1. Concentrating on patching spring breakup throughout the 4
areas.
2. Sign replacement as needed.
3. Continuing our gravel, street and alley spring work.
4. Completing South 5th Street and Woodland Avenue. Expected
completion date of Friday, May 24, 1996.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing
throughout the parks, cemetery maintenance, as needed.
2. Completed weed control and fertilization of all parks and
cemetery.
3. Working on Cemetery and Parks in preparation of Memorial Day.
4. Using Youth Manpower to work at Riverside Park.
WATER & SEWER
1. Plants continuing with normal treatment and maintenance
activities.
2. Water Improvements Project continuing with final design.
3. Bridge project to begin in June. Working with State to
participate in water line replacement as associated with
bridge project.
SOLID WASTE
1. Proceeding with collection and container site operation as
required. Container site grading and finish work to begin week
of May 28th. Asphalt work to be scheduled when contractors in
area.
ADMINISTRATION
1. Preliminary construction planning and building activity is
increasing.
2. All public works activities increased due to public interest
and concerns during warmer weather.

Darrell McGillen, on behalf of the Chamber of Commerce, stated they
will be hosting a traveling circus in Laurel on Tuesday, July 20th.
This is the largest open air, big tent circus in the world with the
tent alone covering 18,000 square feet.
The circus representatives came through Laurel last year and stated
they will be in Livingston and had planned to be in Billings at Metra
Park but because of the run around in Billings, they came back to
Laurel and asked us if we wanted to host it instead.
They will have two performances, one at 2:00 p.m. and the other at
8:00 P.M. If ticket sales prevail, Darrell said there will be a third
performance at 6:00 p.m. This is a five :ring circus with live animal
acts that include 12 tigers and 22 elephants.
The circus will be held on private property on South Washington,
between Boise Cascade and South Washington Avenue. Insurance policies
have already been obtained and the City of Laurel is named on them.
Darrell will provide the city with copies.
Darrell said their main objective in hosting the circus is to generate

Darrell said that when it comes down to the final preparations, they
will need at least a 30 yard garbage container, they will have to
supply fresh water and they have already contacted the water carriers
in Laurel for this and they will need police control from the reserve
officers. They are not far enough along to ask for these things
tonight but they will do so when plans are more definite.
Parking arrangements have been made on private property located in
this same area. They will work with the police department to decide
what is the best way to direct the flow of traffic.
The circus will purchase a business license.
Motion by Alderman Kelloeo to grant. the Chamber of Commerce
permission to hold a circus on July 20th, seconded by Alderman
Ehrlick. Motion carried 6--0.

updated the council regarding the upcoming .circus,
Laurel Chamber of Commerce, which will be held on
have met with the police department regarding parking
vent of people after the performances.
The Chamber is requesting use of one of the city's 40 yard containers
for garbage. They would like the container delivered to the site and
they will pay for the collection of garbage.
They are also requesting that a water meter be set on one of the fire
hydrants to provide the circus with adequate water for their needs.
The Chamber will, cover the cost of this also.
Bob Graham stated that he feels there should be no charge for the
garbage dumpster since it will benefit the town to have it there. He
did agree that the Chamber should pay for the metered water.
Motion by Alderman Graham to charge the Chamber of Commerce for
the metered water but not to charge them for the garbage dumpster,
seconded by Alderman Collins. Motion carried 7--1 with Alderman
Marshall voting, "NO".
CHILI COOK OFF
Donna Kilpatrick reported that the chili cook-off scheduled for July
3rd was rained out and it has been rescheduled for July 31st, which is
Crazy Days in Laurel.
Motion by Alderman Collins to allow the rescheduling of the chili
cook--off in Firemen's Park for July 31st, seconded by Alderman Orr.
Motion carried 8--0.
The !Mayor wished everyone a safe and happy July 10th!
There being no further business to come before the council at this
time, the meeting was adjourned at 8:00 p.m.
