MINUTES
CITY COUNCIL COMMITTEE OF THE WHOLE
APRIL 16, 1996 6:30 P.M.

There is a public hearing scheduled for May 6th at 7:00 p.m. in the
council chambers regarding Buffalo Trail, but no one seems to know
what it is about. Ziggy Ziegler called and requested the council
chambers for this hearing. There was speculation that it could be
about the re-enactment of the Chief Joseph battle.
The underpass was discussed again. The State plans to proceed in
late summer.
The hedge at Firemen's Park is catching paper and debris when the
wind blows. There is a possibility that community service worker's
• might be available to help clean up the area. The Laurel Garden
Club will be doing spring clean up next week.
John said that he had a complaint about someone losing a muffler at
the intersection of Alder and East 6th. Discussion about replacing
the culvert and flattening out that area, if possible.
Dave reported that April water meter readings have been completed
and the summer sewer monthly averages are in effect (6 months
winter average).
Jim distributed the DPW Update of 4-15-96. Discussion regarding
garbage trucks.
Don reported that on the agenda tonight there is an item to approve
the minutes of a special meeting of April 6th. It should read
special meetings of April 6th and 11th.
May 3rd is Aviation Technology Week in Laurel.
The Chamber is in the process of remodeling the old log cabin by
Firemen's Park. They are looking for financial help, possibly a
grant, to get as much renovation done as possible.
Gay and the Mayor have been talking to property owners regarding
obtaining more land for the Cemetery.
Jim said that they are still 2 people short for the wheelbarrow
race on April 27th at 11:30 in conjunction with clean up week in
Laurel.

There were several compliments regarding the trimming of the shrubs
+ and cleaning in front of City Hall. This was done by community
service workers.
Donna thanked the firemen for the work they did on the fire at the
Movie Haus and other businesses recently.
Darrell gave an update on the Merchant Apartments fire. Mr. Martin
has obtained the Montana Claims Service in Billings as his
representative. Hopefully it will be cleaned up soon.
The meeting was adjourned at 6:47 p.m.

STREET & ALLEY
1. Concentrating on patching spring breakup throughout the 4
areas.
2. Sign replacement as needed.
3. Crack sealed as weather permits.
4. Beginning our gravel street and alley work.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing
throughout the parks, cemetery maintenance, as needed.
2. Cemetery pump installed waiting for new filter water expected
the 3rd week of April.
WATER & SEWER
1. Meter replacement and testing program.
2. Plants continuing with normal treatment and maintenance
activities.
3. Water Improvements Project continuing with final design.
SOLID WASTE
1. Proceeding with collection and container site operation as
required. Purchased additional garbage truck from the city of
Billings. Additional maintenance required on previous truck
purchased from Billings.
ADMINISTRATION
1. Building activity is continuing, with increased commercial
interest.
2. Following special council meeting of April 1996 final Anti-
Drug and Alcohol Testing and Procedures Policy for CDL
employees has been prepared for Council approval, on april 16,
1996.
