CITY COUNCIL COMMITTEE OF THE WHOLE
APRIL 2, 1996 6:30 P.M.

Chuck Dickerson mentioned that he has heard a couple of complaints
regarding the dog leash law. People have been walking their dogs
without a leash and they have been going into yards and doing their
jobs. Donna said that the dog has to be under control. (Clerk's
note: Section 6.08.070 LMC, states that all dogs within the city
limits must be restrained by an adequate fence or leash at all
times).
The State Highway Department cleaned the underpass. Jim reported
that the state has not completed the design yet for a new drain,
but they anticipate completing construction by September of 1996.
Discussion regarding the Jim Martin property which burned down
recently. Jim Flisrand has not received any response to a letter
he sent to Mr. Martin.
Jim Flisrand has talked to Joe Leckie about starting abatement
proceedings again.
D. L. McGillen said now that we have started the abatement process
Mr. Martin now becomes a victim, because his building has burned
down. This changes things somewhat. He needs to give the City a
time frame instead of us giving him one. This now becomes a
delicate process.
Discussion regarding all the cars parked on E. Maryland just north
of the High School which is quite an eye sore. This is John
Redman's property and it also has part of an old building sitting
there. There is concern about all this being a fire hazard.
Apparently no one has complained to the Police Department about
this.
Bud Johnson reported that a lady complimented the City about doing
an excellent job when the streets were slick.
Bud also has several concerns and questions regarding the proposed
anti-drug and alcohol policy, which is on the council agenda
tonight.
Jim said that possibly we could have a committee of the council to
review the policy. There are state and federal laws that address
different concerns that anyone might have.
Dave distributed a recap sheet regarding the cost of the repairs to
the intake pier and water lines as of 3-29-96. This job should be
completed in a couple of days. The resolution on the agenda
tonight will need to be delayed until the next Council meeting.
This will give enough time so that the final cost can be
calculated.
At the Public Utilities Committee meeting next Monday, Dave would
like to discuss what needs to be done in the future regarding the
piping that the intake lines hook into. (cross over pipes)
Jim presented and reviewed the DPW Update of 4-2-96.
Fire Chief, D.L. McGillen reported that two more firemen have
retired, Chuck Rodgers and Wayne Halvorsen.
Chuck Dickerson mentioned that Merrill Watkins term on the City-
County Planning Board expired on March 30, 1996. This is a county
representative position and it has to be re-appointed by the
County.

STREET & ALLEY
1. Continuing our street maintenance programs including pothole
patching.
2. Sign replacement as needed.
3. Crack sealed as weather permits.
4. Alternating between sanding and sweeping depending on weather,
unusual weather this year.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing
throughout the parks, cemetery maintenance, as needed.
2. Updating and revising cemetery pump to extend pump life
between repairs.
WATER & SEWER
1. Meter replacement and testing program.
2. Plants continuing with normal treatment and maintenance
activities.
3. Water Improvements Project continuing with final design.
4. Emergency intake lines have been installed.
SOLID WASTE
1. Proceeding with collection and container site operation as
required. Winter maintenance being done. Considerable
maintenance required on used garbage trucks this year.
ADMINISTRATION
1. Building activity is continuing, with increased commercial
interest.
2. Engineering, Inc. prepared additional options for Street &
Alley meeting on March 21, 1996.
3. Final Anti-Drug and Alcohol Testing and Procedures Policy for
CDL employees has been prepared for Council approval.
