McGillen Jim Flisrand Don Hackmann Bud reported that the street sweeping was well appreciated. Dirk said that he received a call from Darrell Pfirsch regarding trailers parked on the streets. Dirk mentioned that there is a trailer parked on the street north of the Laurel Federal Credit Union which has been there for over a week. Mike said that Mr. Pfirsch was upset that he got a ticket and he went around town and made a list and Connie worked it. There are also trailers and a car parked at Idaho and 5th Street. There is still some concern about weeds in the Entertainment Subdivision. A letter needs to be sent to the owners even though it is zoned agriculture. Darrell McGillen has talked to the owner, but nothing has been done. It is a fire hazard and also it looks terrible. John said that there is a problem with people who own trailers and have no place to park them except in front of their house. He said that maybe the City should review this ordinance, because there is a difference between a junk vehicle or trailer and one that the resident uses periodically. Donna said that trailers should be parked off street, otherwise we would have many trailers parked on the street. Chuck Rodgers said that they are parking in a public right of way and this area should not be used for storage of motor homes, campers, boats and junk vehicles. Ron said that the ordinance should be enforced. It was written for the intent to keep streets clear. Dave reported that ice jams have caused the lose of the 20" waterline in the river at the intake pier. Jim is in the process of obtaining permits to get this repaired. Discussion regarding informing all of the employees at the plant as to what the plans are to install a new waterline and what progress is being made. Jim distributed and reviewed DPW Update of 2-20-96. Darrell McGillen reported that he received another complaint about the garage that Jim Martin owns behind Fibervision. There is a trailer house next to Fibervision also. All of Mr. Martins' property, including the Merchant Apartments, are nothing but junk and something needs to be done about them. Discussion. It was mentioned that a committee be set up with everyone concerned. The Mayor suggested that the Police Chief, Fire Chief, Jim Flisrand, Joe Leckie, Larry McCann and himself get together to review what can be done about the dilapidated buildings around town. Mike Atkinson said that he has received the first report back on the field training of Officer Conrad and he is working out real well. He should be out on the streets by himself in about two weeks. Don mentioned the updated committee list is in front of the notebooks. Chuck said that there is an Aviation Technology meeting on February 27th at 2:30 p.m. in the school superintendents office at the middle school. Chuck mentioned that we received a letter from the O'Toole's on Maryland Lane and a copy is in your notebook. Continuing our street maintenance programs including pothole patching, sweeping, and sanding. 2. Sign replacement as needed. 3. Crack sealed upper 4th & 5th Avenue past two weeks. 4. Sweeping has been completed in the downtown sweeping district. Will begin residential areas this week. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. WATER & SEWER 1. Meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. 3. Due to the unusual ice breakup our primary 20-inch waterline in the river was tore out. Later investigation indicates possible damage to the 16-inch also. The remaining 14-inch is deflected badly, however appears to be holding. COP Construction was contacted to give the City an estimate for the repairs. They anticipate meeting with the City on February 21, 1996 to finalize their proposal. Necessary verbal approval has been completed with the Army Corp of Engineers, Fish & Game Dept., Department of Natural Resources and Conservation, Water Quality Bureau and State lands. Written permits will be processed within the next few days. 4. Water Improvements Project continuing with final design. 5. completing-preventive maintenance on lift stations at Elm Avenue and Village Subdivision. SOLID WASTE 1. Proceeding with collection and container required. Winter maintenance being done. 2. Two water leaks on primary water line for site operation as the Sewer Plant. 0 ADMINISTRATION 1. Building activity is continuing due to mild weather. 2. Developing yearly work schedules. 3. Award bids for dump trucks as recommended. 4. Engineering, Inc. is still working on Beartooth & Fairview SID. No final cost estimate at this time. Consultant expects to finalize this month. 5.
