McGillen Jim Flisrand Don Hackmann Jim Flisrand briefed the Council on SID #110 in Murray Heights. He met with the consultant a couple of weeks ago and they went through the design and determined that there are some adjustments that can be made to reduce the cost of the SID. One area is if the gravel could be obtained locally rather than in Billings. The consultant is going to visit with the low bidder to see if they would consider that type of thing. There are other areas to look at without changing the scope of the project. Another possibility is to go back to the residents in the proposed SID and see if they want to pay more than the original estimate. There is still a question if they can use the old bids or if they have to advertise again. • Chuck Rodgers said that he talked with Red Murray today and wants Jim to get back to him as soon as possible. (This is regarding to the triangular piece of land near the foot bridge in Murray Heights). John said that for a point of information there were two people riding in the same pickup today. The person working on the delinquent list needed help on a frozen curb box. They were also checking on a valve. Dave reported on the water leak at Cenex which took all week-end to fix. Jim distributed and reviewed the DPW Update of 1-16-96. He also gave an overview of the south bridge/water line replacement project, which should begin in the near future. Jim recommends that the line be increased from 1411 to 18" to allow for future expansion. This will eventually need to be done, so he would like to make the proposal to the state before the bid specs are prepared. There is a pre-bid meeting on January 17th. The Public Utilities Committee will meet at 5:30 on the same day to discuss the States reaction to this proposal. Don asked if the Council wants to review the Greyhound Bus parking at the next council meeting. This has been reviewed annually but there has not been any complaints or problems. This will be addressed at tonight's council meeting. Discussion regarding the ward boundary map. The Study Commission is working to bring a proposal to the ballot and in order to do • • that the ward apportionment has to be addressed. The ward 'population has to be within 596 of each other. They are currently out of proportion with each other. More about this at tonight's council meeting. A map was distributed regarding the new proposed building permit area extending beyond the City limits. A public hearing is scheduled for January 25th at 7:00 p.m. in the City council chambers. Discussion regarding ice fishermen on South Pond. Fishing is permissible, however Darrell McGillen's concern is the lack of rescue equipment should someone fall through the ice. At the present time the Laurel Aqua Knights would have to perform the rescue, if they are available. Wet bubble suits would cost approximately $500 each. Darrell said that he will discuss this at a fire department meeting. He needs firemen who are willing to train for this type of rescue. The Fire Committee and Park Committee will meet to discuss this problem. It was suggested that Joe Leckie review our liability possibilities. Mike mentioned that the Police Department is still looking at purchasing a new computer. They have met with three different vendors and they are waiting for more information. They should have a recommendation in a month or so. Chuck Rodgers mentioned that he has not received any replies back regarding the new committee list except for one. The new committee list is an agenda item tonight. Continuing our street maintenance programs including pothole patching, sweeping, and sanding. 2. Sign replacement as needed. 3. Crack sealing to begin this month. PARKS & -CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. WATER & SEWER 1. Meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. (Refinery pump has been rebuilt) 3. Water Improvements Project continuing with final design. 4. Water leak on 18" trunk line near Cenex caused by Exxon's pipe contractor. Cost estimate is being prepared and Exxon will be billed for all expenses. SOLID WASTE 1. Proceeding with collection and container site operation as required. 2. The new container site is basically completed with shaping and grading being done as weather permits. Final surfacing and office placement will be done late spring. ADMINISTRATION 1. Building activity is continuing due to mild weather. 2. Working with all department on year end activities. 3. Developing yearly work schedules. 4. Bids for dump trucks have been sent out with bid opening January 29th. 5. Reviewed bridge construction/water line project. If the City's request for an extended jurisdictional area is approved, the City will have authority to require building and plumbing permits and enforce building, plumbing and other codes in the extended jurisdictional area located beyond the City's corporate limits as it currently does within its corporate limits. The application seeks to extend the City of Laurel Municipal Building Code Jurisdictional Area beyond its corporate limits as described by the City in the following legal description: Beginning at the intersection of Laurel Airport Road and. 72nd Street West and running south two miles to the intersection of Allendale Road and Laurel South Road, thence west one mile on Allendale Road to the intersection of South Laurel Road and Magelssen Road, thence south two miles to the southeast corner of Section 23, T2S, R24S, thence west five miles to the intersection of South Park City Road and Wold Road, thence north 3 1/2 miles to the west quarter corner of Section 6, T2S, R24E, thence west one mile to the east quarter corner of Section 6, T2S, R24E, thence north 1 1/2 miles to the northwest corner of Section 32, T1S,' R24E, thence east three miles to intersection of Yard Office Road and Danford Road, thence south one mile to the intersection of Yard Office Road and Laurel Airport Road, thence east two miles to point of beginning.
