HomeMy WebLinkAboutCity Council Minutes 11.03.1993Minutes of the City Council of Laurel November 3, 1993 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Charles Rodgers at 7:00 p.m., on November 3, 1993. COUNCIL MEMBERS PRESENT: Norman Orr Gay Easton Albert Ehrlick Bob Graham Lonnie Kellogg Ron Marshall Donna Kilpatrick COUNCIL MEMBERS ABSENT: L. D. Collins INVOCATION: Invocation was given by Alderman Kellogg. MINUTES: Motion by Alderman Marshall to approve the minutes of the regular meeting of October 19, 1993, as presented, seconded by Alderman Ehrlick. Motion carried 7--0. CORRESPONDENCE: Received a memo from the Montana League of Cities and Towns regarding Long Distance Telephone Service Agreement. Received notice from the Laurel Chamber of Commerce regarding a no-host luncheon in conjunction with MSU Day, here in Laurel at the Locomotive Restaurant on November 3, 1993 at noon. A reminder that City Hall offices will be closed on Thursday, November llth, in observance of Veteran's Day. CLAIMS: Claims for the month of October were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion b Alderwoman K'i atr'ck to approve all claims in the amount of $ Z76,§18.23 for the month of October, 1993, seconded by Alderman Orr. Motion carried 7--0. Kevin Bryan, Yellowstone County Treasurer, thanked the council for the wonderful accommodations the city has provided for the motor vehicle department and said the city's staff has been wonderful to work with. Kevin gave a brief overview of their first month in Laurel. They have processed over 500 receipts which averages out to 43-44 transactions a day. Six to seven of these involve some type of title transaction. Kevin said that very soon they hope to open the whole title process to the Billings area dealers, which would allow Laurel residents who buy vehicles in Billings to do their title work in Laurel. Kevin stated that Tuesday is by far the busiest day in Laurel and in order to try and keep the employee's work more even and time here more productive, he is sending the mail-in renewals that are received in Billings to Laurel for processing. They have an agreement with the Sheriff's Office by which a deputy sheriff comes out once a day as a courier, making sure the money is safe and bringing and taking transactions for processing. In November they will be accepting property tax payments, although there is no computer hookup for this. They will also provide protest forms. STORAGE FEES FOR IMPOUNDED VEHICLES: OP~DINANCE NO. 1082 (first reading) ADDING SECTION 3.12.060 TO THE LAUREL MUNICIPAL CODE, AUTHORIZING CITY COUNCIL TO SET FEES FOR CITY STORAGE OF MOTOR VEHICLES The Police Committee minutes of October 26, 1993 were reviewed at this time. Motion b.vAlderma~ Marshall that Ordinance No. 1082 be passed and adopted, seconded by Alderman Orr. A roll call vote was taken and all Minutes of the City Council of Laurel Page 2 Council Meeting of November 3, 1993 COMMITTEE REPORTS: --Building Committee minutes of November 3, 1993 were presented and reviewed~ Lonnie reported that the committee received three bids for selling the improved lot in Cherry Hills Subdivision. The committee recommended that the bid be awarded to the low bidder, A Haus of Realty at 6%. Motion by agreement with Cherry Hills carried 7--0. Alderman Kellogg to authorize the Mayor to sign an A Haus of Re~l~y to sell the improved city lot in Subdivision,~'~onded by Alderman Ehrlick. Motion There was discussion regarding the demolition of buildings on the William's property. Dave is working on estimates to have the city crew demolish them and Bob Graham said he would contact a gentleman who previously expressed interest in moving the old house. Chuck stated that if the crew does the demolition, the best time would be between December and March. Motion by Alderman Kellogg to enter the Building minutes of November 3, 1993, into the record, seconded by Orr. Motion carried 7--0. Committee Alderman --City Council Committee of the Whole minutes of October 19, 1993 were presented. Motion by Alderman Marshall to enter the City Council Committee of the Whole minutes of October 19, 1993, into the record, seconded by Alderman Orr. Motion carried 7--0. --City-County Planning Board minutes of October 21, 1993 presented and reviewed. were HOME OCCUPATION Eon Hatchers 610 West 13th Street, is requesting a home occupation to buy and refinish antiques that would be sold by other businesses throughout the state. They would store and refinish the antiques on their property but there would be no customer traffic to the home. Chuck asked if they would be using flammable strippers and stated that a fire inspection is required when using them. Eon said the only thing they would use is Zip Strip and he is talking about a quart or half gallon of it. It was clarified that this is just a home occupation and not a business license. Motion by Alderman Graham Hatcher at 610 West 13th Street, carried 7--0. to approve a home occupation for Eon seconded by Alderman Ehrlick. Motion --Laurel Airport Authority minutes of October 26, 1993 were presented. Motion by Alderman Marshall to enter the Laurel Airport Authority minutes of October 26, 1993, into the record, seconded by Alderman Ehrlick. Motion carried 7--0. --Parks Committee minutes of October 28, 1993 were presented and reviewed. Gay reported on the development proposal of Village Subdivision Park by Ken Tolliver and stated the committee is not comfortable with this proposal because it leaves to many unanswered question. Gay said that if another park is created, we need to make sure that it can be maintained so it is not just another burden to the city in regard to upkeep. Motion by Alderman Easton to enter the Parks Committee minutes of October 28, 1993, into the record, seconded by Alderman Orr. Motion carried 7--0. --Police Committee minutes of October 26. 1993 were presented and Minutes of the City Council of Laurel Page 3 Council Meeting of November 3, 1993 Motion by Alderman Marshall to enter the Police Committee minutes of October 26, 1993, into the record, seconded by Alderman Kellogg. Motion carried 7--0. COMMENTS FROM THE AUDIENCE: Gary Temple stated he and his wife would llke to invite the city council and city officials over tomorrow morning at 8:30 a.m. to see the construction in progress. They are real proud of the contractor, Merle Cherry and feel he is doing a great job. APPOINTMENTS: The Mayor appointed Jim Worthington to the Yellowstone Conservation Board as a board supervisor. Motion by Alderman Kellogg to confirm the Mayor's appointment to the Yellowstone Conservation Board, seconded by Alderman Orr. Motion carried 7--0. Jennifer Feldhaus reported that Zoo Montana is open and she stated it is well worth a trip out there to see it. They are having open house until November 24th and are open seven days a week. MAYOR'S COMMENTS: The Mayor congratulated the winners in yesterday's election and stated he feels there will be a good working council. Donna Kilpatrick requested permission to leave the state from November 5th to the 21st. Motion by Alderman Orr to grant Donna Kilpatrick permission to leave the state, seconded by Alderman Graham. Motion carried 7--0. Chuck reported that the fire inspector has been making the rounds of businesses. He is doing an outstanding job and has found some violations that need to be addressed. There being no further business to come before the council at time, the meeting was adjourned at 7:35 p.m. Donald L.
