COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Chuck Dickerson Albert Ehrlick Gay Easton Donna Kilpatrick John Minch Bob Graham OTHERS PRESENT: V. Joe Leckie D.L. McGillen Rick Musson Jim Flisrand Dave Michael Vicki Metzger Andy Loebe Don Hackmann Chuck Dickerson wanted to know the status of the property that Dave Murray wants to transfer to the City. Jim said that he is still trying to identify the property and the legal procedure. There may be a cost to have a survey done and a plat prepared. We can't obtain this piece of property until we can legally identify it. This is a small triangular piece of land which apparently does not currently have a legal description. Discussion regarding the footbridge and the proposed SID in the area. Jim said that the footbridge is an entirely different issue, separate from the SID. It is not tied to the SID in any way. It was suggested that these issued be addressed by the Street and Alley Committee. Jim reported that he has discussed the footbridge issue with County Commissioner Kennedy, but he has not heard anything from him recently. Ron Marshall wanted to know the status of the Fox Lumber situation. Joe Leckie said that the last word he had was that Larry McCann was continuing to inspect it. However, it is progressing a lot slower than it was originally promised him. Joe will write another letter. Darrell McGillen said that the work is being done, but at a pretty slow pace. Donna Kilpatrick wanted to know if the junked cars are still being pursued parked on City streets. Also, campers and vehicles parked more than 5 days. Discussion regarding goats on 4th Avenue. Rick Musson said that the Police Department did get a formal complaint and they will follow up on it. Rick Musson reported that they are still in the process of hiring a new police officer. They had 31 applicants and they have narrowed it down to 8. The Police Commission will rate them and it is recommended that the list be kept for one year. Vicki mentioned that several rumors have been going around regarding the move of her office. She asked that the discussion be open to everyone. The Mayor said, it is. Jim presented and reviewed the DPW Update of 12-19-95. Chuck Rodgers said that he received a letter from the Community Welfare Reform Advisory Council (CWC) looking for someone to serve on their council. Three Aldermen will be going off of the Council tonight. The meeting was adjourned at 6:48 p.m. Respectfully Submitted, Don Hackmann City Clerk LJ 0 FROM: Jim Flisrand, Director of Public Works TO: Mayor and City Council DATE: December 19, 1995 SUBJECT: Public Works- UPDATE STREET & ALLEY 1. Continuing our street maintenance programs including pothole patching, sweeping, and sanding. 2. Sign replacement as needed. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. WATER & SEWER 1. Meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. 3. Water Improvements Project continuing with final design. SOLID WASTE 1. Proceeding with collection and container site operation as required. 2. Contractor has completed the concrete construction at the container site and the City crew has completed the backfill. Overall grading and shaping is now being done with anticipated use after the first of the year. Final surfacing and office placement will be done late spring. ADMINISTRATION 1. Building activity is continuing due to mild weather. 2. Working with all department on year end activities. 3. Dave Michael, Utility Plant Superintendent and Andy Loebe, Maintenance Superintendent are adjusting to their new job duties with the movement of their primary desks to their prospective areas of concern. Both Superintendents will also maintain a desk at City Hall for preparing purchase orders and resolving public concerns and complaints. 0
