CITY COUNCIL COMMITTEE OF THE WHOLE
OCTOBER 17, 1995 6:30 P.M.

Gay mentioned that he attended a meeting with Jack Bayne and his
crew regarding Aviation week May 1st - 4th. They expect 10,000
kids in town during those four days. This will be a busy time for
the Police Department, Sanitation, etc., but it will be great to
get this many people in town for four days. There will be two days
of classroom work and two days of flyovers, etc. There will be
another meeting in March. This event has been getting national
publicity.
Gay commended the fire department for their efforts in fire
prevention week. This started back in 1949 and has continued ever
since. He commended the Laurel Volunteer Fire Department for
continuing with fire prevention week, with their main effort of
contacting the schools, putting on skits, etc.
. Chuck Rodgers reported that the Fire Department has had recognition
from the State regarding the presentation of skits at the schools
and holding fire prevention week.
John said that he went to a seminar in Billings last week and one
of the guys talked about the storm drain and having to monitor the
water. He got a person's name at the State Water Quality Bureau
and Jim will get in contact with him.
Cities over 20,000 population are starting to do things to monitor
street run-off. Monitoring will have to be done by all cities and
towns sometime in the future.
Jim distributed and reviewed the DPW Update of 10-17-95.
Chuck Rodgers said that there has been rumors going around about
the City giving the ambulance service away. This is only a rumor.
We are stilling maintaining the ambulance service.
We do have problems with attendants right now, but they are in the
process of getting that worked out. There will be an ambulance
meeting sometime in the near future.
The meeting was adjourned at 6:50 p.m.

SUBJECT: Public Works- UPDATE
STREET & ALLEY
1. Continuing our street maintenance programs including pothole
patching, sweeping.
2. Sign replacement.
3. Begin fall grading of streets and alleys.
4. City wide sweeping program working .well. Completed
approximately 1/3 of the avenues throughout the city.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing
throughout the parks, cemetery maintenance, as needed.
2. Replacing soil under playground equipment with sand and chips.
3. Winterizing sprinkler systems.
WATER & SEWER
1. Meter replacement and testing program.
2. Plants continuing with normal treatment and maintenance
activities.
3. Water Improvements Project continuing with final design.
SOLID WASTE
1. Proceeding with collection and container site operation as
required.
2. Retaining walls at the Container Site will soon be under
construction. all dirt work is completed and steel is being
bent for installation.
ADMINISTRATION
1. Building activity is typical of this time of year.
2. Continuing to work with the State Building Department to
increase the City's inspection area. No response from my
last letter to the state on September 14, 1995.
3. Working with all department on year end activities.
4. Working with State Highway Dept. and Cenex on final design for
underpass drain. Anticipate late fall construction.
Continuing to work with State on final underpass design.
State anticipates late fall advertisement for bids.
