CITY COUNCIL COMMITTEE OF THE WHOLE
OCTOBER 3, 1995 6:30 P.M.

Lonnie mentioned that a person in his ward had called regarding a
hybrid wolf. The lady called the police station and they told her
that she would have to press charges. Lonnie thought that we had
an ordinance against hybrid wolves and she shouldn't have to press
charges. Joe said that once this is turned into the Police
Department they should investigate it.
Discussion regarding 18 wheelers parking on city streets. The
tractor can be parked, but no trailers. (maximum of 34' long and
104" wide)
Bob mentioned that a lady called him and said that the house next
door to her had a lot of debris and a car in the yard, so he just
reported it to the police department.
Ron mentioned that he has a next door neighbor that has a lot of
vehicles in his yard. He wanted to know if there was a limit to
the number of vehicles they can have in their yard. Vehicles are
coming and going all the time and they are registered. Mike
Zuhoski said that he will check on this.
Donna said that she has heard good comments about clearing the
streets of abandoned vehicles. Mike reported that they have not
had many complaints from the people. If they did complain then
they were shown a copy of the ordinance.
It was mentioned that there has been a good response to the Local
Government Review Survey.
The quarterly summit meeting in Billings regarding garbage was
changed from October 3rd to October 4th in conjunction with the
League of Cities and Towns meeting at the Holiday Inn. They will
meet from 1:30 to 2:30 and then take a tour of the Billings
Landfill.
i Jim distributed and reviewed. the Public Works Update report dated
10-3-95.
Chuck Dickerson asked if anything has been done regarding the
possibility of getting a stop light at Main and First Avenue. Jim
said that a new state traffic engineer was looking at changing the
timing of the existing light. A turning lane was also being looked
at.
There was a real problem here when traffic is heaving going north
and south and drivers want to make left hand turns.
After a discussion it was suggested that the Street & Alley
committee set up a meeting with the state.
Discussion regarding painting crosswalks. Jim said that all
crosswalks we normally paint have been completed.
Discussion regarding assessing logging trucks for sweeping. Seems
like right after the streets are swept, the 18 wheelers come
through town and leave a lot of dirt on the street. It would be
difficult assessing logging trucks without assessing all 18
wheelers coming through town.
The scraper at the Landfill has been sold. Also the building being
stored at the shop was sold but has not been picked up yet.
Don reminded the Council that Monday, October 9, is a holiday and
City Hall will be closed. Also November 7th is the city election,
however it is not a legal holiday. In the past the council meeting
was changed to a different date, but it is not necessary.
There was concern about the double parking at the Middle School
when school is out for the day. Mike said that they will address
this at the department meeting tomorrow.
Joe reported that 2 or 3 weeks ago Michelle Herren pled guilty to
her actions regarding the death of a transient at her residence.
Joe has been in contact with the probation officer and she was
receptive to the idea that one of the conditions would be not to
let a non-relative stay at her house. Joe would like the consent
of the council to represent the City in presenting information
regarding the problems we have had. Joe said that he would make
himself available to testify at the sentencing if the judge would
allow it. This will be discussed at the council meeting tonight.
The meeting was adjourned at 6:56 p.m.

SUBJECT: Public Works- UPDATE
STREET & ALLEY
1. Continuing our street maintenance programs including pothole
patching, sweeping.
2. Sign replacement.
3. Painting crosswalks, stop bars and restricted parking
4. Will begin fall sweeping program this month.
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing
throughout the parks, cemetery maintenance, as needed.
2. Replacing soil under playground equipment with sand and chips.
WATER & SEWER
1. Meter replacement and testing program.
2. Plants continuing with normal treatment and maintenance
activities.
3. Water Improvements Project continuing with preliminary
engineering completed and design efforts beginning. Final
construction estimate, determined through preliminary
engineering, is 3.6 million.
SOLID WASTE
1. Proceeding with collection and container site operation as
required.
2. Container Site design is complete, bids have been received and
project was awarded to Fisrer Constr. with construction to
start immediately.
ADMINISTRATION
1. Building activity is typical of this time of year.
2. Continuing to work with the State Building Department to
increase the City's inspection area. No response from my
last letter to the state on September 14, 1995.
3. Working with all department on year end activities.
4. Working with State Highway Dept. and Cenex on final design for
underpass drain. Anticipate late fall construction.
