COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Chuck Dickerson Albert Ehrlick Gay Easton Donna Kilpatrick John Minch Lonnie Kellogg OTHERS PRESENT: V. Joe Leckie D. L. McGillen Jim Flisrand Mike Zuhoski Dave Michael Don Hackmann Ron commented that Fred' s TV has cleaned up the mess around his business. Ron asked if there has been any progress on South 5th Street. Jim commented that trees have been removed. Utility companies have been contacted and they promised to have the lines moved next week. The intent is to move in there and do some work when the crew can no longer lay asphalt. Discussion regarding weeds and drainage in that area. John mentioned that they found 7 leaks at the Groshelle apartments. Mr. Groshelle stated at the last Public Utilities Committee meeting that he didn't have any leaks. The leaks had to have an effect on his high water bill. Also at the Public Utilities Committee meeting there was a discussion regarding the sewer backup on Locust Avenue. John said that he doesn't agree with Alexsis denying the claims for sewage damage. Therefore, John does not agree with items 1,2,4 & 5 of paragraph 3 of the 9-11-95 Public Utilities committee minutes. Albert commented that if the City pays for something like that they are opening up a big can of worms. John said that the insurance company has paid for other similar sewage backups and doesn't understand whey they won't pay for the ones on Locust Avenue. Jim has contacted Alexsis again and they stand firm on their decision. Each situation has to be evaluated separately. Discussion regarding the grade of the land in that area, insurance letter of denial, and the resident's next avenue to take is to file a lawsuit against the City. Jim distributed and reviewed the DPW Update of 9-19-95. ?_ ?\r II i Darrell reported that he has given permission to the High School student body to have a bond fire south of the school sometime prior to the football game scheduled for October 6th. They will have a fire truck stand by. The student body will be coming to the council for permission to hold a parade. It was reported that Connie Lind has tagged 33 abandoned vehicles parked on the streets. The Mayor gave the Herbstfest Committee permission to use the picnic tables from the picnic shelter. No more word has been received regarding the tearing down of the Merchant apartments. Joe reported that Fox Lumber has started to install a sprinkling system in the big unit and they do not plan to keep anything in the small unit. They appeared in court last Tuesday with documents stating that they were going to start construction. They are due back in court next Tuesday and the judge will report back on how they are proceeding. Chuck Dickerson wants to set some type of time frame, but it was mentioned that it is up to the court now. There is a possibility that the system will be completed in about is a month. Continuing our street maintenance programs including pothole patching, sweeping. 2. Sign replacement. 3. Mowing public right-of-ways. 4. Painting crosswalks & stop bars. 5. Trimmed trees blocking view of street signs. 6. Begin clearing trees and shrubs on S. 5th to allow fall construction. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. 2. Repaired damaged sprinkler heads at Firemen's Park (vandalism). Second incident of vandalism in the past month. WATER & SEWER 1. Meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. 3. Water Improvements Project continuing with preliminary, engineering and collection of field data. Steering committee has proposed final cost estimate to council. SOLID WASTE 1. Proceeding with collection and container site operation as required. 2. Begin design of new container site, anticipate fall construction. ADMINISTRATION 1. Building activity is typical of this time of year. 2. Working with the State Building Department to increase the City's inspection area. 3. Working with all department on year end activities. LJ
