COUNCIL CHAMBERS MEMBERS PRESENT: Chairman - Chuck Rodgers Ron Marshall Chuck Dickerson Donna Kilpatrick John Minch Albert Ehrlick Gay Easton Bob Graham OTHERS PRESENT: V. Joe Leckie Rick Musson Cathy Gabrian Jim Flisrand Vicki Metzger Mike Atkinson Chuck Dickerson asked to switch Items #S and #9 on the agenda. If the bond bids came in at an extremely good rate of interest, then they could possibly go ahead with SID #110. Jim Flisrand explained that the bids are too far apart and for reasons he explained, cannot get closer together. We will probably have to reject the bids. Albert Ehrlick commented that we have a lot of bums in town. One 40 is always standing on the small island by the interstate off ramp. Chuck Rodgers commented that they are leaving Firemen's Park in a mess and there is a lot of debris by the hedge. Albert commented that the State Highway Department has finally installed an electric pump to remove the water in the underpass. Donna Kilpatrick is concerned about the weeds on the Martin property. She feels the weeds need to be killed rather than removed because removal will break up the sidewalk worse than it already is. Jim Flisrand said a weed letter was sent to Mr. Martin. All the city can do at this point is cut the weeds and he agreed that removal would probably destroy what sidewalk is left. Gay complained about the junk cars in the alley between 4th & 5th Avenues. If the vehicles are being overhauled, they should be kept in a garage, out of sight. He feels our town is looking junky with all the old vehicles sitting around. In regard to a question, Mike Atkinson said it was about a year ago since the last complaint about junk vehicles. Bob Graham said he received a complaint about the junk accumulating at Fred Winters' business on Main Street and 5th Avenue. Concern was expressed regarding the old refrigerators that are sitting • • f around with doors still on them. Kids could easily get trapped in these units. Jim Flisrand gave the Public Works Update and stated that we have had a lot of water leaks, due to the high volume of water being used and the stress to the old lines. Chuck Dickerson questioned whether the city's budget would allow us to replace the flags that fly over City Hall. They are in very poor condition and need to be replaced. Chuck also questioned why some departments, especially the fire department, is not represented at the city council meetings? Mike Atkinson commented that he spoke to the businesses that have cars parked on the sidewalks. Mike also commented that every transient they have encountered in town, has had his vaccination shots. The department has been trying to run them off and keep them away from the exit ramp but they need the cooperation of other departments to enforce it and make it work. Chuck Rodgers stated that we are looking at the rearrangement of office space in City Hall in order to improve the security of the building. Continuing our street maintenance programs including pothole patching, sweeping. 2. Sign replacement. 3. Mowing public right-of-ways. 4. Painting crosswalks & stop bars. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. WATER & SEWER 1. Meter replacement and testing program, will begin again in September, following summer construction. 2. Plants continuing with normal treatment and maintenance activities. 3. Monthly meter reading during this period. 4. Water Improvements Project continuing with preliminary engineering and collection of field data. 5. Summer water useage has significantly increased water leaks within the last 2 weeks. SOLID WASTE 1. Proceeding with collection and container site operation as required. ADMINISTRATION 1. Building activity is typical of this time of year. 2. Working with the State Building Department to increase the City's inspection area. is
