CITY COUNCIL COMMITTEE OF THE WHOLE

John Minch mentioned that there seems to be a lot of trouble at the
4-way stop signs at 1st Avenue and 1st Street when the traffic is
heavy. People don't seem to take turns driving through the
intersection.
Ron Marshall asked about the status of the Fox Lumber situation.
Joe said that they are still in business, but they have not brought
their building up to meet the fire code. He is preparing an action
for injunction to decease from doing business.
Chuck Dickerson wanted to know what the chances would be, on Ist
Avenue and Main Street, to go to the state and recommend that they
put in a 3-way stop light at that intersection.
The light would work east and west traffic on main, then have it
work separately for southbound traffic and another light coming up
the underpass for left hand turns and traffic going straight north
on 1st Avenue. Chuck said that this has been a had situation ever
since they took the island out.
Jim said that the state has been working on this intersection for
the past four weeks. They are studying the east-west and north-
south traffic.
Rick Musson said that the painted island is not very visible and
does not really serve the purpose. The state will let the city
know of their final recommendation.
Lonnie mentioned that there are still eight employees who have not
turned in the missing information for John Alden Life enrollment.
Jim presented the DPW update of July 17, 1995.
Albert said that a new power pole was installed on South 5th Street
and they only moved the power line and not the other utilities.
Jim said that each utility is responsible for moving their own
line.

Subject: Public Works - UPDATE
STREET & ALLEY
1. Continuing our street maintenance programs including pothole patching, and
sweeping.
2. Culvert replacement and repair.
3. Sign replacement
4. Mowing public right-of-ways
PARKS & CEMETERY
1. Equipment, building and ground maintenance continuing throughout the parks,
cemetery maintenance, as needed.
2. Significant rainfall has made it difficult to maintain the cemetery and parks.
WATER & SEWER
1. Meter replacement and testing program, will begin again in September, following
summer construction.
2. Plants continuing with normal treatment and maintenance activities.
3. Jet rodding problem areas.
4. Water Improvements Project continuing with preliminary engineering and
collection of field data.
5. Sprinkler system at the library has been completed.
6. Hydrant at the Fire Station has been replaced.
SOLID WASTE
1. Proceeding with collection and container site operation as required.
2. The City of Laurel has received a waiver of groundwater monitoring requirements
originally imposed by the State Solid Waste Department. The City first requested
the waiver in late 1994.

ADMINISTRATION
1. Building activity is typical of this time of year.
2. Continuing to work with all supervisors on scheduling work, work habits,
individual responsibilities and goal setting.
3. Working with the State Building Department to increase the City's inspection
area.
