CITY COUNCIL COMMITTEE OF THE WHOLE
JULY 5, 1995 6:30 P.M.

Lonnie Kellogg reported that he spoke to Bill Arden
regarding a price for his property. This will come before
the Building Committee within the next two weeks.
Lonnie received a call from MaryAnn Guenthner requesting a
change in the hours for the parks. She would like to see
them closed at 10:00 p.m. instead of midnight.
. Chuck Dickerson commented on the problem of overgrown shrubs
and trees around town that are obscuring traffic visibility.
One such trouble spot is on the northwest corner of 8th
Avenue and 9th Street. He feels the aldermen needs to
address this as councilmen and not wait for the police
department. We have ordinances on the books, so if we do
not enforce them, lets get them off the books.
In regard to a question about weeds, Jim Flisrand stated
that we do send out weed letters, giving people 10 days to
take care of them. This has also been advertised in the
paper twice.
Jim stated the problem is with manpower. He could keep the
entire city crew busy all summer just cutting and trimming
trees, bushes, shrubs and weeds, but that is not possible.
They are handled on a complaint basis.
The Mayor said if we actively pursue this, we'd better have
the ordinance ready because it will require rutting down
many beautiful evergreens that are blocking traffic. He
feels it would be a good gesture on our part to make
personal contract with individuals and explain the need and
see if they will take care of the problem.
• Jim would like Joe Leckie's opinion before taking aggressive
measures to eliminate the problem.

Chuck also commented on the number of trailers with old cars
and junk vehicles that are sitting on our streets. It was
stated these are also handled on a complaint basis.
Jim stated it is very expensive to enforce all our
ordinances.
Ron Marshall commented that he is waiting for the minutes
from the last Public Utilities Committee meeting.
Dave Michael stated he gave them to Cheryll and he thought
they had already been typed. He will check on it.
Albert Ehrlick questioned whether or not Fox Lumber is
moving out? He said a lot of lumber is being unloaded at
his business.
Joe Leckie commented that it is not appropriate to issue a
citation to the manager, it should be issued to Mr.. Fox
himself. Joe feels Mr. Fox is not sincere and that he
doesn't appear to want to cooperate.
It was the consensus of the council to direct Joe to proceed
in the necessary direction to bring a lawsuit against Fox
Lumber and to get some kind of an injunction to prohibit him
from doing business.
Donna Kilpatrick stated she received a call from MaryAnn
Guenthner. There was trouble in a park and when another
person called police dispatch, they were told that nothing
could be done about it.
Donna questioned if this is how we operate, that it stops
with a phone call? She feels that the call should have been
referred to the officer on duty. After talking -to dispatch,
the citizen took it in his own hands, which could be very
dangerous. More discussion. regarding the circumstances of
this call.
Donna also commented on the number of abandoned vehicles and
18-wheel trucks sitting on our city streets. She stated
that if she can see them, surely the police can too, and
questioned why the police are doing nothing about them.
It was stated that people still need to call in complaints
to the police department because then the call is logged and
there is a record of the complaint.
Gay Easton stated the Ambulance Committee had a meeting but
the minutes will not be presented because they have since
found out that some of the action they took is not in
compliance with Medicare. The committee will meet again on
July 11th.
