COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Chuck Dickerson Albert Ehrlick Donna Kilpatrick Gay Easton John Minch Bob Graham Lonnie Kellogg OTHERS PRESENT: V. Joe Leckie Jim Flisrand Dave Michael Don Hackmann Mike Zuhoski Bob Graham reported that he received a call from a lady who lives in the 600 block on 7th Avenue and she said some people moved in over there around the Eastlick-Hill house area and last year they let the weeds grow and she never said anything. But this year because of the rainfall, it's a "jungle". She wants the City to do something about the weeds. Discussion regarding weeds at 1112 First Avenue and on West Twelfth Street. Ron mentioned that there was a Public Utilities committee meeting last week but the minutes were not prepared for tonight. Donna said that she noticed the weeds were cut at the old Wold place around the apartment building. Discussion regarding weeds in the road and sidewalk. Gay reported that he has had a lot of complaints about water in the underpass. Jim will address this during the report on the street and alley committee minutes tonight. John complimented Lonnie Kellogg about his letter to the editor to the Laurel Outlook and the Billings Gazette regarding the transient problem. Lonnie said that the letter also went to the Carbon County News, Stillwater News, Powell and Cody. Lonnie felt that, because of the weather, we haven't had the transient problem like last year. Maybe that will change as the season goes on. Maybe our efforts and the railroad's additional security is discouraging them. Dave met with the highway maintenance Chief out of Billings. He was over at the underpass, and he stopped and talked with him. They are looking at the possibility of putting in a sump pump until the water level goes down. IP?'? Chuck Dickerson asked Jim if the grass in Thomson Park is going to be cut before the 4th of July? Jim thought that it would be. Chuck said that it wasn't cut before Memorial Day week-end and wanted to make sure it was cut before the 4th of July activities. Jim distributed and reviewed the DPW Update of 6-20-95. Jim reported that the state and Cenex through combined efforts will be renovating the underpass drain. Consultants have been selected to design a new drain. Chuck Rodgers reported that we are closer to balancing the 1995-96 preliminary budget. A couple more sessions should do it. Department Heads have done a fine effort. Bob Graham mentioned that they have entered negotiations with the City Union for wages. They have had one meeting and the second will be held this Thursday at 1:00 p.m. The meeting was adjourned at 6:41 p.m. is Respectfully submitted, Don Hackmann City Clerk 11 .t • FROM: Jim Flisrand, Director of Public Works TO: Mayor and City Council DATE: June 20, 1995 SUBJECT: Public Works- UPDATE STREET & ALLEY 1. Continuing our street maintenance programs including pothole patching, sweeping. 2. Drying beds at the sewer plant have been excavated and shaped and are ready for the contractor to pave. Paving is planned for the week of June 25th. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. 2. Swimming pool opened the week of June 11th with a good participation from the public. WATER & SEWER 1. Continuing meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. 3. Jet rodding problem areas. 4. Water Improvements Project continuing with preliminary engineering and collection of field data. 5. Installing sprinkler system at library. Equipment failure and weather has delayed the process. Approximately 30% complete. SOLID WASTE 1. Proceeding with collection and container site operation as required. 2. Waiting for response from Solid Waste bureau on our landfill situation. Final report was submitted May 10, 1995. ADMINISTRATION 1. Building activity is heavy compared to previous years. 2. Continue work with each division on scheduling of work, coordination and individual responsibilities. 3. Safety meetings & training are continuing with monthly meetings and/or individual direction. 4. Finalizing budget proposal for all Public Works Depts.
