COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Chuck Dickerson Albert Ehrlick Gay Easton Donna Kilpatrick John Minch Lonnie Kellogg OTHERS PRESENT: V. Joe Leckie Jim Flisrand Dave Michael Don Hackmann Rick Musson Lonnie said that he has a complaint, the same one he has had the past four years, regarding water in the underpass. It was filled up again about 10 days ago. The east drain is apparently open, but not the west side. Chuck Rodgers mentioned that the state had a firm from Billings pump it out last time. It was mentioned that it appeared that ground water is backing up. Lonnie doesn't think that the City is on record to the state, by letter, complaining about the underpass situation. If they don't have complaints, nothing will change to solve the issue. Gay said that the last time they cleaned it out, with the het rodder, they pulled back a piece of iron pipe. When they proceeded to go through the drain the jet rodder line got caught in there. They pulled on it and broke it, so the line is in that drain. There has to be a broken pipe somewhere in that drain. Jim Flisrand said that the state is designing a new drain and they are in the preliminary stage right now. Chuck Dickerson asked if we have started sending out weed complaint letters for weeds in excess of 8 inches? He was informed that there have been several sent out. Chuck wanted to know how the property bordering the City, which is in the county, is addressed? Discussion regarding county week control. The weeds are high in the area on 12th Street. The county should take care of this. Albert got a call from Hanson on Friday about how awful the Cemetery looked. Albert went up there and said that he couldn't see anything wrong with the cemetery. Hanson was saying how dried up it was and it needed water. Albert said he drove through the Cemetery and he couldn't see where it was that bad. Chuck Rodgers had gone up there and looked also, because all of the . parks and cemetery have been sprayed for dandelions. He wanted to see how effective the spray job was. The only thing that he noticed was that when they cut the grass last, they had left some piles of grass in rows. r Donna mentioned that the Martin property looks disgusting. Chuck mentioned that the front side of that lot is Martin's and the back side is Wold's. The discussion was in regards to the property located at First Street and Montana Avenue. He is suppose to have a caretaker for that property and someone will contact him. Donna said that the handicap parking at the swimming pool needs to be enforced. Bob Frank will pump the porta-potties on July 4th, but we need to get them from the dance area up to Thomson Park after the street dance. This is a problem the council needs to deal with because the firemen don't have the time to move them. Discussion. The meeting with the swimming pool personnel went very well today. Gay said that he got a call regarding the property on 8th Avenue and West Maryland. It was a rental and the people have moved out and kids have gotten into it. Windows have been broken and drug paraphenalia has been found. Several of the neighbors are concerned. Discussion regarding the weeds. Dave Michael mentioned that water was put into the pool on Monday. Last year's repairs seem to be holding. Everything seems to be working OK. Jim distributed and reviewed the Public Works Update of 6-1-95. Jim contacted the State regarding increasing the building code enforcement area which would include approximately 1 mile beyond the City limits. More about this at a later date. Chuck Rodgers mentioned that we received a letter of thanks from the Tradeport Authority for allowing them to use our facilities for a meeting. UPDATE 1. Continuing our street maintenance programs including pothole patching, sweeping. 2. Drying beds at the sewer plant have been excavated and shaped and are ready for the contractor to pave. PARKS & CEMETERY 1. Equipment and building maintenance continuing. Park and Cemetery maintenance as needed. 2. Summer employee has been hired for mowing and assored park maintenance. WATER & SEWER 1. Continuing meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. 3. Jet rodding problem areas. 4. Water Improvements Project continuing with preliminary engineering. 5. City has had 14 water breaks within last 3 weeks due to mechanical water hammer. SOLID WASTE 1. Proceeding with collection and container site operation as required. Garbage has been very heavy lately, requiring an additional truck on specific days. 2. Waiting for response from Solid waste bureau on our landfill situation. Final report was submitted May 10, 1995. ADMINISTRATION 1. Building activity is heavy compared to previous years. 2. Continue work with each division on scheduling of work, coordination and individual responsibilities. 3. Monthly safety meetings are continuing with all Public Works departments. E
