COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Gay Easton Albert Ehrlick Donna Kilpatrick John Minch Bob Graham Lonnie Kellogg OTHERS PRESENT: V. Joe Leckie Jim Flisrand Vicki Metzger Don Hackmann Ron mentioned that if the City will pay for a video camera for the police car, the state will reimburse us at a later date. This would be a state grant, but the city has to pay for it up front and then collect the money from the state. The cost is around $3,000. Mike is working on another one through an insurance company. Mike reported that the Police Department is short handed with John Rosenberg out. The sergeant's position has been posted. They will take resume's until tomorrow at 5:00 p.m. At that point Mike will sit down with the Mayor to see when they can do the testing. They will do interviews, testing and some scenarios, disciplinary type problems and dealing with the press. Donna mentioned that she would like to attend the Montana League of Cities and Towns District 11 meeting in Billings on May 16th. She wanted to know if she was allowed to attend. Don encouraged the Mayor and all council members to attend if possible. MLCT is your organization. John said that the transients are back in town again. They are moving in with the lady on Birch Avenue. He suggested that a Birch Avenue Steering Committee meeting be held as soon as possible. They are also loitering at the stop sign on the island. Mike has a standing OK from the Highway Patrol to run them off. Jim presented and reviewed the DPW update of 5-2-95. Chuck Rodgers and Jim will meet with the Laurel Chamber of Commerce regarding the renovation of the log cabin in Firemen's Park. Continuing our street maintenance programs including pothole patching, sweeping, crack sealing. 2. Completed our spring grading program. Will address individual problem areas throughout the summer with a second grading of all streets and alleys in October. 3. Grading drying beds for gravel and asphalt late this month. PARKS & CEMETERY 1. Equipment and building maintenance continuing. Cemetery maintenance includes leveling graves, trimming trees, spraying and preparing water system. 3. Park personnel have begun mowing city parks. WATER & SEWER 1. Continuing meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. Water Plant maintenance schedule is in full swing. Settling pond at Water Plant has been cleaned by Jim's Excavating. 3. Jet rodding problem areas. 4. Water Improvements Project continuing with contract preparation. SOLID WASTE 1. Proceeding with collection and container site operation as required. 2. City's consultant, Chen-Northern is finalizing final statement to Solid Waste Bureau regarding our old landfill site. 3. Spring alley cleanup has been completed with fewer residents participating due to weather. ADMINISTRATION 1. Building activity is on the upswing with new construction and remodeling. 2. Continue work with each division on scheduling of work, coordination and individual responsibilities. 3. Monthly safety meetings are continuing with all Public Works departments. 4. Preliminary budget has been submitted. LI
