CITY COUNCIL COMMITTEE OF THE WHOLE
APRIL 4, 1995 6:30 P.M.

Bob Graham thanks the City Council and administration for letting
him go on vacation.
Jim distributed and reviewed the public works update of 4-4-95.
Discussion regarding burning weeds on W. 12th near where the little
bridge crosses the ditch. At the Mayors request a couple of years
ago the fire department did some burning there and Chuck Dickerson
was asking if this could be done again this year. Darrell said
that if it was OK with the Mayor they would burn it again.
Darrell McGillen commented that he has discussed with Jim about
hauling dirt and planting grass in the area where the buildings
have been demolished on the City owned Williams property. The fire
department would be interested in taking over that corner and
maintaining it. Maybe a sprinkler system could be installed, and
picnic tables be placed there. The city crew would need to mow the
grass periodically. This land would probably be used for future
expansion of the FAP Complex. Everyone present thought that this
was a good idea.
Darrell also presented and reviewed a Fire Incident and Statistical
Summary for 1994.
Darrell mentioned that several new building developments are taking
place and this will probably add to the fire service areas. An
example he gave was that Clapper Flats is proposing a development
of about 120 homes.
Mike talked to Sheriff Maxwell regarding the hours they have spent
on the Hatten homicide investigation. The initial call out
involved all of Laurel's officers, all of our reserve officers, and
the county sent 3 teams of detectives (6 detectives) originally.
Currently they have 2 1/2 detectives working on the case. They
• have put in over 1,000 hours helping the Laurel Police. On wages
they have spent $13,000 that includes overtime pay. Some of it is
film, which is about $1,000. A phone record check was made on the
• r victim's phone which was $150 a day for 30 days, totalling $4,500.
The County Attorney's office is paying for that. Mike asked that
the Mayor or council write a thank you letter to Sheriff Maxwell.
There is nothing in state law that requires them to do this without
billing us. A big thank you to the county is well in line. The
case is not over yet, these expenses are as of last Friday. The
City is very well appreciative of what the County has done for the
City of Laurel.
Chuck Rodgers mentioned that the old log cabin in Firemen's Park
has been closed down. The retired men's club were moving their
things out yesterday. The Girl Scout troop has not found a place
to meet yet. The sewer is plugged up and has to be repaired, and
there was a lot of water damage. Now is a good time to renovate
the building as much as possible.
Chuck also mentioned that the Insurance committee needs to meet and
also the Negotiations Committee.
Darrell mentioned that our Fire Inspector, Larry McCann informed
him this afternoon that a letter was sent to Fox Lumber that he
must bring the sprinkler system up to compliance. He was given a
time frame to comply.
Mike mentioned that Phil Curry brought a proposal to the Police
. Department regarding two city crew members digging a ditch after
normal working hours. Right now if something happens to one of
them there is no communication, because the base radio is shut down
and Dave or Jim might not be close to a radio. A plan was
presented that when working off hours, they will stop in the Police
department and give the address where the work is being done and
the Police Department will monitor the city crew channel, until
they have the job completed. This would be a very good safety
procedure. Jim agrees with this and Mike will get together with
him to discuss this further.

STREET & ALLEY
1. Continued our weekly pothole patching program.
2. Equipment maintenance.
3. Begin our official sweeping program- 3:00 am to 11:00 am
Tues.-Fri.
4. Assisting other divisions within the Public Works Department.
5. Begin spring alley maintenance (50o complete).
6. Continuing with crack seal program, as work permits.
PARKS & CEMETERY
1. Assisting other divisions as necessary.
2. Equipment maintenance in preparation for spring and summer
activity.
3. Training additional crew members in marking and digging
graves.
WATER & SEWER
1. Continuing meter replacement and testing program.
2. Plants continuing with normal treatment and maintenance
activities. Begin Water Plant maintenance schedule program
with request for input from operators.
3. Water and sewer maintenance (manhole, valves, and curb boxes)
4. Jet nodding program in progress.
5. Begin waterline replacement on W. 4th Street between 5th and
6th Avenues.
6. Water Improvements Project continuing with contract
preparation.
SOLID WASTE
1. Proceeding with collection and container site operation as
required.
2. Huntingdon, Chen--Northern is preparing final report for Solid
Waste Bureau to verify our position of no migration. A no
migration status would remove the monitoring requirement
previously determined by that State department.
ADMINISTRATION
1. Building activity continuing with plan review and misc.
inspections. Building activity has increased dramatically.
2. Continue work with each division on scheduling of work,
coordination and individual responsibilities.
3. Continuing with development of City wide safety program.
Monthly safety meetings are being scheduled with all
concerned. Next scheduled safety meeting will be April 26th.
