MINUTES
CITY COUNCIL COMMITTEE OF THE WHOLE
MARCH 21, 1995 5:30 P.M.

Gay expressed a concern about the traffic on 8th Avenue. There
needs to be a lot of work done on this street. At the last Street
& Alley committee meeting there was discussion regarding suburban
monies and he thinks it would behoove the City to make sure that we
update our priority list and make this a top priority. West
Maryland and 8th Avenue and further south needs curbs and
sidewalks. Eighth Avenue may eventually tie into the interstate
system some day and we need to get some of this work done in the
near future. We need to prioritize our street needs within the
City as soon as possible and make 8th Avenue a top priority.
Discussion regarding the traffic and kids walking in the street and
more about a priority list.
Donna reported that people in the area, between Alder and E.
Maryland are wanting to know if the City can put a traffic counter
out there to see how much the people in the trailer court are using
that street. The City will need to check with the County on this,
because we do not have any traffic counter.
Donna also mentioned that when people call the police station to
give tips on various things they are being asked their birth date.
The people don't like this and it may keep people from reporting
such incidents. Donna said that she would like to see the policy
changed or know why they are doing that.
Dave reported that he has been taking a boiler class for the past
2 months for Billings.

Jim distributed and reviewed the DPW Update of 3-21-95.
Chuck Rodgers mentioned that there is a problem at the log cabin in
Firemen's Park. Someone left a faucet on and flooded the place.
• Chuck also reported that the Laurel Chamber of Commerce is looking
for a new home.

John Rosenberg arrived at the meeting and explained why the Police
Department asks for a birth date. He said it is because they put
everything into the computer. They do not release any of the
information, but it is an identifier that they use through the
computer. This is to distinguish people who have the same name.
Normally two people with the same name would not have the same date
of birth.
The Police Committee will discuss this in more detail.
The meeting was adjourned at 6:51 p.m.

STREET & ALLEY
1. Continued our weekly pothole patching program.
2. Equipment maintenance.
3. Sweeping downtown area, when weather permits.
4. Assisting other divisions within the Public Works Department.
5. Barricade building and repair.
6. Continuing with crack seal program.
PARKS &CEMETERY
1. Assisting other divisions as necessary.
2. Equipment maintenance in preparation for spring and summer
activity.
WATER & SEWER
1. Continuing meter replacement and testing program.
2. Plants continuing with normal treatment and maintenance
activities.
3. Water and sewer maintenance (manhole, valves, and curb boxes)
4. Jet rodding program in progress.
40 5. Monthly meter reading completed this period.
6. Water Improvements Project continuing with contract
preparation.
SOLID WASTE
1. Proceeding with collection and container site operation as
required.
2. Continuing to work with consultants to resolve our situation
concerning the old landfill. On March 20, 1995, Director of
State Health and Environmental Sciences gave City the green
light to continue our efforts in justifying ground water
monitoring is not necessary at our site.
3. Major repair and fabrication of G-1 garbage truck required a
training session with a certified welder, however City
employees are now prepared to handle concerns of this nature
in the future.
ADMINISTRATION
1. Building activity continuing with plan review and misc.
inspections.
2. Continue work with each division on scheduling of work,
coordination and individual responsibilities.
3. Continuing with development of City wide safety program.
Monthly safety meetings are being scheduled with all
concerned. Next scheduled safety meeting will be March 29 at
7:00 a.m. for shop personnel. Water/Sewer Plant safety
meetings are not scheduled at this time.
