COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Gay Easton Albert Ehrlick John Minch Bob Graham Donna Kilpatrick OTHERS PRESENT: V. Joe Leckie Jim Flisrand Mike Atkinson Don Hackmann Bob mentioned that he got a call from Connie Pelican with some concerns with the family recreation center. She is afraid that it might turn into something that is not conducive to children. Albert said that Hardee's has indicated that if the fun center is developed they plan on building a bigger eating place. Albert questioned if we are going to do something about the traffic through the underpass? Seems like it is getting worse, especially making left turns onto Main Street. The traffic really backs up on South First Avenue. Chuck Rodgers indicated that there are other areas that need to be looked at also such as the four way stop at First Avenue and First Street and up by the post office. Also logging trucks that come into town. Jim will see if he can get the state out here to look at these problems. Don has distributed copies of the minutes of the September 21, 1993 council meeting, regarding Kirk Blee. Kirk had requested a copy of these minutes and he is on the council agenda tonight. Donna was concerned about them and Jim explained the easement, etc. Gay mentioned that he had a similar phone call as Bob. Jim distributed and reviewed the Public works update of 12-20-94. The meeting was adjourned at 6:46 p.m. Respectfully submitted, Don Hackmann City Clerk FROM: Jim Flisrand, Director of Public Works 0 TO: Mayor and City Council DATE: December2A, 1994 SUBJECT: Public Works- UPDATE STREET & ALLEY 1. Continued pothole patching 2. Conducted traffic sign inventory. Numerous signs are outdated, damaged, and missing. A total inventory indicating condition and missing signs will be prepared for the Street & Alley committee to review. 3. Winter maintenance continuing as required. PARKS & RECREATION 1. Continuing to work on the ice pond. Weather conditions have made it difficult to maintain a smooth surface. Youth activity in the pond during warm weather increases maintenance problems. 2. Repairing pipe used for surface sprinkling. Significant damage is done to the surface sprinkling system due to vehicle traffic, vandalism and routine maintenance. 3. Winter maintenance continuing as required. WATER & SEWER 1. The water crew has repaired 27 water leaks throughout this past calendar year with a total cost of $18,850.00. Average leak ranges from $600.00 to $650.00. 2. Continuing meter testing program. 3. Plants continuing with normal treatment and maintenance activities. 4. The City designed and fabricated two pipe/valve hoists for plant maintenance. Typical maintenance is conducted from 2 ft. to 10 ft. above the floor. Prior to this time all work was completed by hand on ladders. The hoists were built for 33% of typical purchase price. 5. Steering Committee for the Water Plant project met on December 19, 1994. Recommendations were to submit two options to the council for consideration following a public meeting. The public meeting has not been set at this time, however January 18th is being considered. Double Tree, with the help of City staff, will have a preliminary cost breakdown prepared for the public meeting. 0 SOLID WASTE 1. 2. 3. proceeding with collection and container site operation as required. Solid Waste Division has had a community service worker for the past week to assist in maintenance at the container site and repair of containers. The city did finally receive a comment from the Solid Waste Bureau in regards to monitoring at the old landfill. The state office had originally required the City to move into assessment monitoring and corrective action. After submitting two letters to the State, indicating their interpretation of the data was incorrect, the city received a letter stating we no longer had to do corrective action. Although, they do want us to continue extensive monitoring. In response, I am gathering additional data from other consultants within the State to support our position of no migration demonstration. The Solid Waste Bureau is incorrect in their assessment of the Laurel Landfill and we hope to correct their error. ADMINISTRATION 40 1. Building activity continuing with plan review and misc. inspections, with building permits totally 259 for this calendar year. 2. Continue work with each division on scheduling of work, coordination and individual responsibilities. 3. Corresponding with Department of Labor and Industry on resolving their points of concern following their inspection earlier this year. C,
