MINUTES
CITY COUNCIL COMMITTEE OF THE WHOLE
AUGUST 2, 1994 6:30 P.M.

Lonnie reported that the new brush truck that the fire department
recently purchase was an invaluable tool in fighting a fire a week
ago. The truck uses foam and this really helped to get a fare
under control. The fire department would like to thank the
council, the city and the fire districts for the truck.
Donna commented on the weeds in the sidewalk by the old apartment
building at Montana and First Street.
Albert stated that an area resident, Austin Kinney, is concerned
that a fire on this property would endanger his own home. Austin
saw kids carrying what appeared to be grass into the building and
he was afraid they would start a fire. It has been reported to
the police and they said that at some point, a fire had been
started in a mattress but it did not spread.
There was talk some time ago of boarding up the building but it
has never been done and the Mayor said this is the responsibility
of the owner. The owner, who lives out of town, was contacted
about it and the local individual who takes care of the property
was suppose to board it up.
Dave reported that the city received the final report from HKM
Associates and the Utilities Committee needs to meet to discuss
it.
The city has advertised for an engineer for the water plant
project and the committee needs to review the applications.
Regarding solid waste, Dave said we received our Assessment of
Operating Results back and this has been submitted to the state.
We received word from the state that we have to continue
monitoring the landfill.
Don Hackmann asked the council to review the policies and
procedures manual and if there are any comments, please let Sharon
or himself know by August 8th.
40 Don stated that on July 5th the council made a motion to sell the
14 lots in Cherry Hills. This has not been advertised because
some kind of specifications need to be drawn up.

Lonnie will draw up a request for proposal for the sale of lots in
Cherry Hills.
Joe Leckie stated that he will be out of the state August, 4th -
6th and the 9th -- 14th but he will be available through his office
in Billings.
A meeting will be held on Friday, August 5th with HKM Associates
to review the final plan for the water plant.
The Mayor reported that he and Dave attended an informal meeting
on rules and regulations for permits that have come down through
federal regulations and the state.
Chuck said they have permits for everything and are going to start
enforcing these when they have the manpower to do so. The fees
will run from $ 200.00 to $ 2,500.00 which will be paid to the
state.
It was stated that we are not up to schedule on street
maintenance but we will chip seal later this fall.
Dave reported that we have done several streets on the east side
of town and the crew has moved to the area around 4th Avenue now.
Later in the fall, we hope to rover the ditch on Montana Avenue
and do the work in Wasson Subdivision, if the plat is signed.
Chuck stated the pool is running well and we have a lot of
children using it.
John reported that kids are being thrown out of 'the pool. for
splashing the lifeguards and he questioned why? He feels that
part of being a lifeguard involves getting wet and the parents are
not happy when this happens.
In defense of the lifeguards, it was stated that they use this as
a disciplinary measure when the kids get out of control and it
also distracts them from their job of watching the kids.
Donna said she feels Kyle Hoffman is doing an excellent job as
manager of the pool.
Chuck said Kyle is not one to just sit around. He is taking the
extra step to pull hoses out and water the new grass around the
pool and he picks up trash outside the pool on a daily basis. He
is really watching over everything and doing a great job.
