MINUTES
CITY COUNCIL COMMITTEE OF THE WHOLE
APRIL 19, 1994 6:30 P.M.

Chuck Rodgers mentioned that the City of Billings Police Department
is now forming a bike patrol. The television news article
mentioned that Laurel has had one for about a year.
Lonnie mentioned that the streets out in Alder Ridge have a lot of
cracks in them. He was wondering if we could do what the highway
department is doing, by applying oil and putting sand over it.
This would help keep grass from growing through the cracks.
Lonnie also mentioned that with possible spring rains approaching,
the underpass may fill up and we should be prepared and get a
letter to the state and do some complaining again. If we don't
complain they will never do anything with it.
It was mentioned that the state did jet rod the line last fall.
Lonnie had the understanding that water was pumped out of the
underpass to a manhole by Hagemen Elevator.
The underpass area needs to be cleaned also. The silt and sand,
etc. washes into the drain and causes problems with the drainage.
Chuck Rodgers stated that last fall he made a comment to the
Highway department that the drainage on South First Avenue needs to
be addressed by the highway department and they said good luck. We
don't have any funds for that. Chuck feels that a storm drain
system needs to be put in on both sides of South First Avenue over
to our storm drain.
Chuck Dickerson said that he has had a couple of complaints with
West 12th Street where those houses were brought in and there was
a cut across the road and apparently a water line installed. Chuck
wanted to know if that was completed now? Dave said that he will
get the cut patched as soon as possible.
Chuck was asking if there was a possibility of getting W. 12th
Street stripped, because it is such a narrow street. There are no

lines on that street indicating driving lanes. People on the south
side of the street are parking in front of their houses and their
vehicles are extending out into the street. The Street and Alley
Committee will look at this.
Albert asked Mike Atkinson if the hobos have licenses for their
dogs? Mike indicated that they didn't have to get a license,
because they are non-residents.
Donna said that Clean-Up Day is Saturday the 23rd. Clubs and
organizations are going to be out and cleaning up various parks,
etc. They will need a truck, and Dave will take care of that.
Alley clean up will be the week of April 25-29. There was a
question of what to do with cement. Chuck Rodgers said that we
don't have a place for it, and they should haul it to Billings,
because that is what we have to do. We can only put a certain
amount into the container.
Chuck Dickerson had heard at one time that someone was looking for
rip rap for Rock Creek. There is a possibility that there could be
a problem with Fish and Game by dumping along a creek.
Gay had another complaint on the Montana Avenue drain next to
Resingers. The bus coming through the alley is creating a dust
problem.
0 Chuck Rodgers has approached Bill Kennedy, County Commissioner, and
asked for some assistance on this.
Dave said that he received a call from the County Surveyor's office
asking what the pipe is for and Dave told him, but he has not heard
anything since.
Chuck Rodgers said that it would actually be an extension from the
culvert going underneath the county road now and just carrying on
down. It has been located in an improper place. It doesn't
warrant moving the entire ditch. It can be covered, so Chuck was
hoping the county would participate. They have helped in the past.
The City residents contribute to the bridge fund and we have no
bridges, so this is one way they can help us is by providing
culverts.
Discussion regarding sending correspondence, etc., to Council
members on the Friday prior to the Council meeting.
John Minch wanted to know if Dave found out anything about the
sewer line by Equipment Finders. Dave stated that he should find
out something tomorrow.
Discussion regarding people using gravel in the street, along the
curb, in Alder Ridge, so that they can get into their driveways.
The street and alley committee will discuss this at their meeting
on Thursday.

Mike Atkinson mentioned that the Laurel Police Department got
recognition in a national communications magazine regarding the new
dispatch center, including a picture. They sent us 15
complimentary magazines.
Dave reported that he has received three copies of the plans for
the Helena Chemical Company, for the remodeling of the store
located at Main Street and South 5th Avenue.
Vicki reported that we have a tatoo shop coming to Laurel (Bare
Skin Tatoo).
The meeting was adjourned at 6:53 p.m.
