Joe Leckie Vicki Metzger Dave Michael Don Hackmann Dave Slaymaker Lonnie and John reported that people have been putting gravel by the curb so that it will make it easier to get into their driveways, since there is no curb cuts out in Alder Ridge. There is some concern by a few people that this will back the water up and cause some problems. The Mayor suggested that the street and alley committee look at this problem. John said that when you turn off the highway onto East Maryland going north, there are several junk vehicles sitting there. A complaint has been received about Larry Erb's residence being a nuisance with lawn mowers, weeds, branches, etc., at E. 8th Street and Pennsylvania. Mike Moran' s residence on Alder Avenue has deer hides laying around and turkey hides hanging in the trees. There is a concern by a resident about the 12 hobos living at 506 Birch Avenue. The lady claims that she has called the Police Department, Sheriff's Department and the City Attorney. It was suggested that she should call the Police Department again and they will go and check it out. Bob Graham mentioned that Mark Elsenpeter called him and wanted to know if the Council could do something about Kiwanis' Park. As he understands the ordinance the Parks are open until midnight and we have a 9:00 p.m. curfew in Laurel. At night the Park is full of kids driving their cars around and causing a disturbance. One time they even walked into his house and terrified his wife. He claims that he has contacted the police numerous times and nothing ever happens. He was wondering if the Council could amend the ordinance and close Kiwanis' Park at 10:00 p.m. Discussion. u?ti • Dave Slaymaker reported that the curfew is 11:00 p.m. on week days and 1:00 a.m. on weekends. Chuck Rodgers said that the Police Department will check this out. Bob, Dave and Gay attended a meeting on the landfill problems that Billings is having. They are having some of the same problems we have such as testing, and they will have to build a settling pond. The cost is being pro-rated at 509s Billings and 400 other users, which includes 4 different counties. This means that we will have to budget more in 1994-95 for dumping fees. There is a projected increase of about 15o per ton. Laurel's budget for 199495 would be around $45,000 to $48,000. Gay mentioned that he was impressed with the meeting today and that we are getting cooperation from the City of Billings. He thinks that they were really fair in trying to share their concerns and that we have an input in it. Gay also attended an emergency disaster seminar in Billings. This was about a potential disaster in the railyards or whatever it might be and what the procedures would be. This is something that the fire and police departments should look at. Gay said that for aviation week Jack Bayne and other concerned people are asking to close the road from the Cemetery past the airport down to the Yard Office Road on Friday, April 29th from 8:00 a.m. to 4:00 p.m.. There will be transportation for about 3,000 students throughout the day, this will all be done by bus. If we get congested with people, it could be a big mess. They are looking at it as a safety factor, accident, fire or something. Gay wrote a letter to the County Commissioners asking that this road be closed. (see attached) This will be in cooperation of the Laurel Police Department, the Highway Patrolmen and the County Commissioners. The road would be closed only on Friday, April 29th, except for school buses and emergency vehicles. It would not be open to the public until Saturday. Mr. Oakes was in the audience regarding the gravel in the curb and gutters in Alder Ridge and he will be advised as to when the Street and Alley Committee will meet so that he can attend it. He did mention that the management's employees are dumping the gravel in the gutters out there. Dave said that he will need a meeting with the Building Committee regarding proposals for the Williams property buildings. Dave also said that the meeting with the City of Billings today was very informative. Work is progressing on the swimming pool. We still need proposals to do the concrete work. The plumbing work will be done by the crew. Joe Leckie needs to meet with the Utilities Committee to discuss new water rights settlement for the next 10 years. A meeting will be held on Monday, April 11th at 5:30 p.m. Chuck mentioned that the Helena Chemical Co. is still in the process of going into Jan's building on Main Street and 5th Avenue. They had approached us for a variance on the sprinkling system and we told them "No". They will have to follow the building and fire codes. The meeting was adjourned at 6:56 p.m. Respectfully submitted, Don Hackmann City Clerk 0 • April 4, 1994 Yellowstone County Commissioners Mike Matthews, Chairman Dear Mike: The Laurel School District, through the efforts of, history teacher Jack Bayne, is holding Aviation Technology Awareness Day on April 29, 1994. This program will involve the transportation by bus of some 3000students to and from the local schools, to the Laurel Airport, where ground and aerial displays will be located beginning at 8:30 a.m. and ending at 4:00 p.m. The safety of these students is our first and foremost concern, but with the increased amount of traffic on the county road between the Laurel cemetery to the Laurel Airport, we feel that their safety can only be secured by the closure of this county road. Therefore, it is our request that the Commissioners close the county road along Airport Road beginning at Yard Office Road and continuing westwardly to Buffalo Trail Road, between the hours of 8:00 a.m. and 4:00 p.m., April 29, 1994, open only to authorized traffic and emergency vehicles. This closure would be coordinated between County, Montana Highway Patrol, and local law enforcement, also fire and emergency medical services.
