CITY COUNCIL COMMITTEE OF THE WHOLE
MARCH 15, 1994 6:30 P.M.

Mike Atkinson reported that the Rotana Club donated $ 200.00
towards the bicycle patrol unit.
Mike reported that Judy Woodman has been off work since
January with carpal tunnel surgery and he does not know when
she will be back. Joe Meecage was also off for a period of
time when her husband was sick. The shifts are being filled
by the remaining dispatchers and we are paying out a lot of
overtime so there is a big deficit in the wages at the
police department.
Discussion about. picking up temporary help but it was stated
that a dispatcher has to be certified. It was suggested
that we check with the Sheriff's Office or Highway Patrol
for temporary help, but Mike said it would take a period of
training and this could be a problem since we do not know
when Judy will be back.
Bob Graham stated he received two call about transients who
are standing on the sidewalks with their signs and dogs.
Joe Leckie stated that we are very limited in what we can do
and it would. have to be done through some zoning regulation.
He will check on this.

Dave reported that they are repairing the overflow drains
that have froze over the years. In order to do this, they
are having to expose all the pipes which lie about 18" deep.
The pipe that broke in the basement will be replaced with
galvanized pipe and hopefully it will last longer.

• Regarding the overall condition of the pool, Dave said
the
Park Committee needs to explore all avenues and come up with
a long range plan.
Dave said the required material has been delivered to HKM
regarding the water plant.
Regarding the heating problems in the council/court area,
Dave said he received a bid from Commercial Customs for
installing three thermostats which would help control the
problem. Dave took the bid to Budget/Finance and they
approved the bid in the amount of $ 1,665.00. We will have
them start as soon as possible. We are also waiting on a
bid from them for installing fans to move the air in the
summer.
Chuck Dickerson stated Wayne Reese, Manager of Laurel, Co-op,
was interested in putting a culvert in a ditch by his
business. This was brought up once before and Chuck
wondered if anything has been done by the Street and Alley
Committee.
Nothing has been done and Albert Ehrlick asked either Chuck
or Wayne to come to the next meeting and it will be
discussed.
A meeting was held with Helena Chemical to advise them what
requirements are needed to bring the building up to code.
Darrell reported that the new fire engine seem to have
something wrong with the transmission. Hanser's Automotive
towed it to Billings to have it fixed and the transmission
is still under warranty.
There will, be a meeting on April 5th in Billings regarding
the landfill. Bob Graham, Gay Easton and Dave Michael plan
on attending.
