COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Gay Easton Albert Ehrlick John Minch Bob Graham Donna Kilpatrick Lonnie Kellogg OTHERS PRESENT: V. Joe Leckie Vicki Metzger Don Hackmann Mike Atkinson Dave Michael won't be here this evening. His father-in-law went into the hospital. Gay Easton said that Pat Mullaney is still concerned about the lots up there and is still concerned about the lots up there and what obligation the City is going to have. He is still determined that the City is going to have to participate. The property is in the County, the road part is, and it appears that he or someone has gotten some wrong information. Gay told Pat that he needs to go back to the County and the City/County Planning Board. Gay reported that Commissioner Ziegler and the County Surveyor were going to look at the problem. Bob Graham, Albert Ehrlick, Chuck Rodgers, and Gay Easton have been up there to view the problem. Bob reported that Pat will be at the March 10th Planning Board meeting to present his case. Mike Atkinson reported that a letter has been sent to the Kwik- Way's and grocery stores in Laurel advising them that sometime during the next two weeks they will be sending underage kids into these stores to try and buy beer. The Police Department has had complaints on a couple of stores. Chuck Rodgers received information regarding household hazardous waste and also material regarding hazardous waste response plan from Yellowstone County. Mike reported that he attended a seminar last week put on by Jim Kraft. He thought that Dave Michael should have attended because part of it was regarding drainage ditches. ,c Chuck updated the Council on a letter to HKM regarding Task I & II and also to have them do a complete treatment plant evaluation. (see attached) Chuck reported that Jim Flisrand came up with a thought that the nitrates at the landfill might be coming from the old landfill that has been closed. HKM Associates Engineers/Planners 2727 Central Avenue Billings, MT 59102 In re: City of Laurel Water System Master Plan Dear Mr. Kaercher: After our meeting and a review of our current situation, we have decided we would like to proceed on the following basis: 1. HKM would do a complete treatment plant re- evaluation including disinfection system - cost FOUR THOUSAND FOUR HUNDRED TWENTY FOUR DOLLARS ($4424.00); 2. HKM would upgrade the Task I and Task II Document for the city - cost TWO THOUSAND SIXTY DOLLAR ($2060.00). (Each of these cost quotes are taken from your January 17, 1994 letter.) The City is proceeding with the following understanding: 1. That the City has received a notice of violation (Notice) from the Department of Health and Environmental Sciences-Water Quality Bureau, alleging inadequate treatment of Giardia Lamblia cysts and viruses. Copy of Notice dated December 6, 1993 attached. 2. That the City is to submit a compliance schedule to the Water Quality Bureau pursuant to such Notice. 3. That the complete re-evaluation of the treatment plant in conjunction with the up-date of Task I and Task II will generate the necessary information for preparation of the compliance schedule that must be submitted by the City to the Water Quality Bureau under the provisions of the Notice they received. The authority granted in this letter does not authorize any further work to be completed on any of the Task III assessment. There is no intent on the part of the City of Laurel at this time to carry forward with any of that work.
