COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Chuck Dickerson Albert Ehrlick Gay Easton John Minch Donna Kilpatrick Bob Graham Lonnie Kellogg OTHERS PRESENT: Mike Atkinson D.L. McGillen Peggy Schram Vicki Metzger Dave Michael Don Hackmann Chuck Rodgers welcomed the two new council members, Chuck Dickerson and John Minch. Item number 11 on the agenda (to correct clerical errors in Special Review procedure) will be postponed until a later date. Item number 12, setting cemetery lot prices, will have two resolutions tonight. Chuck Rodgers said that the letter in correspondence tonight which we received from the Department of the Army will be referred to Jack Bayne and his class at the Laurel Middle School. Also, Chuck suggested that we review the letter that was sent to the water Quality Bureau. There will be a swearing in ceremony tonight for the newly elected officials, some appointments and election of Council President and Vice President. Bob Graham passed on a compliment from his neighbor to the City Crew on the good job they did in cleaning up his alley. Albert Ehrlick wanted to know why the street lights were not on. They were out a couple of months, then on one night, and they are out again. Chuck said that he will have someone check into it. Chuck Dickerson mentioned that back when the drain on Alder was connected to a culvert, where Mountain Bell is now, an agreement was made with Clarence Foos that if the City provided the labor Clarence would provide the culvert, so that the ditch could be covered. ,r, ?Q Wayne Reese, Laurel Coop Manager, would like a similar agreement to cover a ditch from the north side of the station entry to First Street. The Street and Alley Committee, along with Dave and Peggy, will check into this. Dave Michael said that later this week a meeting will be held with Morrison-Maierle, Inc., to discuss the needs at the Water Plant. At the Council meeting Dave said that he will bring up for discussion the bill from the State regarding the $2.00 connection fee for each water customer. He will also take this to the Utilities Committee for their recommendation. He said that the Park Committee is looking at some recommendations regarding the repair of the swimming pool. Peggy mentioned that if the council members hear complaints about garbage around garbage cans and in fences, that this could be coming from people and kids being careless when dumping their household cans into the large garbage containers. The wind has also been causing some problems with blowing the garbage around. Don Hackmann mentioned that Yellowstone county will be holding a Public Hearing in the Council Chambers tomorrow night at 7:00 p.m. Donna and Albert indicated that they would be attending and one of them will unlock and lock the doors. Don explained the new numbering system for ordinances and Resolutions that he would like to try, starting this month. Regarding the proposed Committee list, there are a few dates that need to be confirmed. Also, check for errors in addresses and phone numbers. The City-County Planning Board has a vacancy and it is in the process of being filled. Chuck said that tonight he will be appointing Joe Leckie of Billings, as City Attorney for 1 year at an annual salary of $20,000.00. He is one of the three that were interviewed and has had 5 years of experience with the city of Billings. Dave Michael reported that he is getting some figures for demolishing the Williams property. Dennis Johnston from BFI came out and looked at the buildings. He will give us a bid for demolishing and hauling away. When Dave receives the bid he will contact Lonnie Kellogg to set up a committee meeting to review the bid. 0 Chuck said that he wanted to meet with the Personnel committee after the Council meeting tonight.
