CITY COUNCIL COMMITTEE OF THE WHOLE
DECEMBER 21, 1993 6:30 P.M.

Albert asked why Gary Temple didn't have to provide parking spaces
for his apartment addition above the Meadowlark Gallery.
He was told that this was for residential and not commercial.
Apparently he has made arrangements to rent a garage. If this
property should become commercial at a later date, then it will
have to meet a different set of rules and regulations.
Albert also questioned about the stop light that was being
considered over by Rebel's Department Store. Someone from the
State was going to come and talk to the Street & Alley Committee,
but as of this date, no one has showed up.
Gay mentioned that he got a letter from Pat Mullaney regarding
covering some ditch behind the Clinic on Montana Avenue where
Sonstegaard built his condominiums, on the north end of George
Metzger's place. He would like to clean that area up and re-route
part of the ditch, but there seems to be a problem of his lines and
where the City street is. It sort of runs diagonally across it.
The Street & Alley Committee will take a look at this. This will
also be discussed at the Council meeting tonight.
Chuck mentioned about getting reflectors and also some type of
barricades at Spruce Grove.
Dave suggested that everyone read the letter under correspondence
regarding the Water Plant.
Peggy reported on a sound system proposal from Professional Audio,
which kind of works hand in hand with C & C Lighting. This is a
bare bones sound system proposal. At first they proposed a more
expensive set up ($10,000). The reason for that was Dan Nichols
from Professional Audio got the impression from the man at C & C
Lighting that, from the Council, we wanted to take care of the
sound system first.
. There are things that we can do ourselves, such as hanging baffles
from the ceiling, wall hangings, etc., that would be very
inexpensive that would probably work or with the small system as
mentioned in the attached proposal.
Peggy also mentioned that under ADA we may have to add a hearing
impaired system to it.

Chuck mentioned that he has contacted Video Sound and they will
come up sometime after the first of the year to take a look at it.
Peggy said that they have been looking at making a Visitor's Center
out of the log cabin in Firemen's Park, and tieing it in with the
Chief Joseph Project (ISTEA).
Ace Electric has already come in with it's bid and HC Construction
is preparing a bid for the bathrooms. Chuck said this is just
preliminary run for the ISTEA project. We have to come up with
some matching funds.
Darrell McGillen mentioned that the Fire Committee made a
recommendation on the chassis bid for a fire truck.
John Rosenberg mentioned that they received 1 bid on a job posting.
Matt Hoppel is the only one that applied.
John also mentioned that the Police Committee discussed setting up
a sting operation for minor's buying alcohol. Mike is checking
with Billings on how they do that and we might try doing something
after the first of the year.
Last Tuesday the DUI Task Force in Billings donated a mobile VCR
camera for one of our patrol cars. It is a $4,200 rig and it is
super nice. It is anticipated that there will be alot less court
time for the officers by using this unit. John went on to mention
other applications, such as remote microphones.
Chuck said that he got a report from Phil Letz of Montana Power
Company regarding a backup generator for the Water Plant. The
switch over gear is probably more expensive than the generator. He
would like to get some help in contacting a Senator or Congressman
and see if we can get a used piece of equipment from a military
base that has been closed down, or from Civil Defense. We would
need a minimum of a 500 kw generator.
John Rosenberg mentioned that the family members of the police
department really appreciated the bullet proof vests that the
Council purchased awhile back.
The meeting was adjourned at 6:55 p.m.
