HomeMy WebLinkAboutSpecial City Council Minutes 08.09.1993Minutes of the City Council of Laurel August 9, 1993 A special meeting of the City Council of the City of Laurel, Montana, was held in the Council chambers and called to order by Mayor Charles Rodgers at 7:00 p.m., on August 9, 1993, for the purpose of adopting the final budget and setting the final tax levies for 1993-94. COUNCIL MEMBERS PRESENT: Norman Orr Albert Ehrlick L.D. Collins Lonnie Kellogg Gay Easton Bob Graham Ron Marshall COUNCIL MEMBERS ABSENT: Donna Kilpatrick The 1993 Tax Resolutions were presented for final approval. RESOLUTION NO. 2656 BEING A RESOLUTION LEVYING TAXES FOR GENERAL AND SPECIFIC PURPOSES FOR THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1993 RESOLUTION NO. 2657 BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN THE CITY OF LAUREL, MONTANA, FOR SANDING, SNOW REMOVAL AND/OR PLOWING RESOLUTION NO. 2658 BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT LIGHT NO. 2 OF THE CITY OF LAUREL, MONTANA, WITH THE ENTIRE COST OF MAINTENANCE AND ELECTRICAL CURRENT FOR THE YEAR, 1993-94 RESOLUTION NO. 2659 BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT LIGHTING NO. 3, OF THE CITY OF LAUREL, MONTANA, WITH THE ENTIRE COST OF MAINTENANCE AND ELECTRICAL CURRENT FOR THE FISCAL YEAR BEGINNING JULY 1, 1993 RESOLUTION NO. 2660 BEING A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN STREET SWEEPING DISTRICT NO. 1, OF THE CITY OF LAUREL, MONTANA, FOR THE PURPOSE OF THE SWEEPING OF STREETS IN THE DOWNTOWN OR BUSINESS DISTRICT RESOLUTION NO. 2661 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 94 OF THE CITY OF LAUREL, MONTANA, WITH THE COST OF SANITARY WATER AND SEWER IN LAUREL INDUSTRIAL PARK RESOLUTION NO. 2662 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 98 OF THE CITY OF LAUREL, MONTANA, WITH THE COST OF CURB, GUTTER, PAVING, SIDEWALK, SANITARY SEWER AND WATER LINE IN NUTTING BROTHERS SUBDIVISION Minutes of the City Council of Laurel Page 2 Council Meeting of August 9, 1993 RESOLUTION NO. 2663 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 100 OF THE CITY OF LAUREL, MONTANA, WITH THE COST OF CURB, GUTTER, PAVING, WATER & SEWER IN MOGAN SUBDIVISION RESOLUTION NO. 2664 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 102 OF THE CITY OF LAUREL, MONTANA, WITH THE COST OF CURB, GUTTER, PAVING & STREET SIGNS IN WHITFIELD SHERIDAN SUBDIVISION RESOLUTION NO. 2665 A RESOLUTION LEVYING AND ASSESSING ALL OE THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 109 OF THE CITY OF LAUREL, MONTANA~ WITH THE COST OF STREET PAVING, CURB & GUTTER, DRIVEWAY, SANITARY SEWER & WATER IN MURRAY HEIGHTS SUBDIVISION Motion by Alderman Marshall that Resolution No. 2656 through No. 2665 be passed and adopted, seconded by Alderman Orr. Motion carried 7--0. ADOPTING THE FINAL BUDGET: RESOLUTION NO. 2669 A RESOLUTION APPROVING AND ADOPTING THE FINAL BUDGET FOR THE CITY OF LAUREL, MONTANA FOR THE FISCAL YEAR 1993-94 Motion by Alderman Collins that Resolution No. 2669 be passed and adopted, seconded by Alderman Orr. Motion carried 7--0. The meeting adjourned at 7:03 p.m. Donald L. Hackmann, City Clerk Minutes of the City Council of Laurel August 97 1993 A special meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Charles Rodgers at 7:04 p.m., on August 9, 1993 for the purpose of ratifying the union contract and approving the non-union wages for 1993-94. COUNCIL MEMBERS PRESENT: Norman Orr Albert Ehrlick L.D. Collins Lonnie Kellogg Gay Easton Bob Graham Ron Marshall Donna Kilpatrick COUNCIL MEMBERS ABSENT: None RATIFY 1993-94 UNION WAGE AGREEMENT: The Mayor said he was notified at 5:00 p.m. this evening that the union ratified the contract. There are two items that were not written up but will be. The first is that the union dropped the stipend pay and the second refers to the 90 day probationary period. The employee moving into this job will start receiving the higher rate of pay on the 91st day instead of waiting until the end of the year. Chuck said he feels the city will have to go into an evaluation program, either with the Personnel Committee or a different committee altogether. Chuck went on to clarify that the 90 day probationary period is just for reverting back to a previous job. The city still requires a one year probationary period for new employees. Another item negotiated was regarding operators at the Water Plant. If there is an overtime situation, they want to go by a call out list or give the operator on duty the opportunity to go into the overtime situation instead of having the Chief Operator come in. The problem has been with the first shift. There are language.changes which include: Motion by Alderman Marshall contract, retroactive to July 1, Motion carried 7--0. 1) shift differential no change 2) longevity from $ 7.00 to $ 7.25 per month for each year of service 3) health insurance to go to $ 500.00 deductible~ and 4) wages will increase 35 cents per hour this year~ 30 cents per hour next year with the third year being open. to ratify the 1993 thru 1996 union 1993, seconded by Alderman Graham. Donna Kilpatrick arrived at the meeting at this time. NON-UNION WAGES: The benefits for non-union employees are as follows: 1) longevity from $ 7.00 to $ 7.25 per month for each year of service, 2) health insurance will go to $ 500.00 deductible, and 3) wages will increase 35 cents per hour this year and 30 cents per hour next year. Motion by Alderman Ehrlick to approve the above mentioned benefits for non-union employees which include the DPW~ Assistant DPW, City Clerk, Police Chief, Police Captain, Police Sergeant, office staff, library staff and janitor, retroactive to July 1, 1993, seconded by Alderman Orr. Motion carried 8--0. {The new janitor and city engineer will get the raises after working six months.) Minutes of the City Council of Laurel Page 2 Council Meeting of August 9, 1993 CITY JUDGE'S SALARY: Don Hackmann explained that the City Judge's salary requires an ordinance. This will be on the agenda for the August 17th meeting. Motion by Alderman Graham to increase the City Judge's salary to $ 15,600.00, seconded by Alderman Collins. Motion 8--0. annual carried An ordinance will be prepared for the August 17th meeting and the ordinance states it will be retroactive to July 1st. CITY ATTORNEY'S SALARY: The City Attorney's salary was set at $ 18,000.00 in the budget meeting. Motion by Alderman Ehrlick to increase the City Attorney's annual salary to $ 18,000.00, retroactive to July 1st, seconded by Alderwoman Kilpatrick. A roll call vote was taken and all aldermen voted, "Yes" except for Alderman Orr and Marshall. Motion carried 6--2. CITY TREASURER'S SALARY: The Treasurer's salary was set at $ 13,800.00. Motion by Alderman Kellogg to increase the City Treasurer's annual salary to $ 13,800.00, retroactive to July 1st, seconded by Alderman Marshall. Motion carried 8--0. It was stated that Cheryll is typing the union contract. The meeting was adjourned at 7:15 p.m. Donald L.
