COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Norman Orr Albert Ehrlick Gay Easton Lonnie Kellogg Donna Kilpatrick Bob Graham OTHERS PRESENT: Dave Michael Vicki Metzger Dave Slaymaker Don Hackmann Peggy Schram Mel Williams had contacted Bob Graham regarding teachers at West School parking in front of his house (east side of 8th Avenue). There is no place for guests of residents to park. There are several parking spots open in the school parking lot, where the teachers could park and leave the street open for residents and guests to park. Bob has tried to contact Bob Western without success. But, he will try again and advise him of the problem. It was mentioned that a new Supreme Court ruling has come out, whereby the City Councils can establish residential parking rules. Ron Marshall mentioned that a building (pole barn) constructed at the corner of Montana and 12th Street is in violation of the setback ordinances. The building was put up right on the property line. Somewhere along the line a building inspection wasn't done or some type of mixup occurred. Ron said that he will get back to the person that complained about it. He said that it would be kind of embarrassing now to tell the guy to move it. A building permit was issued. Peggy said there could have been a "screw-up" in the building department. Bob Graham said that one time he had to move a fence, because it was put up in the wrong place. Ron said that he would like to know how this error happened. Peggy mentioned that the building department is putting together some guidelines to follow for people who are putting up fences, etc. More discussion. The mixup could have happened during the transition of Jim leaving and Peggy starting. 1 • Donna asked about new basketball hoops at Kiwanis Park. Dave said that he will get them ordered. Dave reported that they are still picking up tree branches- streets first and then the alleys. It should take about 2 more weeks. Instead of hauling the branches to the Billings landfill, the trees are being dumped in a gravel pit on the south side of the interstate between the S. 27th Street exit and South Billings Boulevard. The City of Billings paid Empire Sand & Gravel $9,000 to dump the trees there, and Laurel was included at no cost. Gay commended the men who have been cleaning up the tree branches and Chuck also said that they have been doing an excellent job. Ron said to pass the word along and let the men know that their work is appreciated. Peggy reported that Andy and with picking up branches from the residents are saving the everyone to tell the people possible to the streets or questions or phone calls. Bruce have been having some problems peoples yards. They are not sure if branches for firewood. She advised to put their branches as close as alley. This would alleviate any Chuck reported that the police department has been very busy so far this year- over 2500 cases. Vicki reported that L.D. Collins and Joe Bradley won't be here tonight. L.D. has an auction and Joe is sick. Jennifer brought an article from an Idaho paper regarding chipping trees for cow bedding. Chuck said that the digester at the Wastewater Treatment Plant is almost back on line. The state reported that we are in violation of a discharge permit. Dave will prepare a letter to the state and tell them the reason. Keven Bryan should be here tonight to give a report on the County licensing of motor vehicles at the Laurel City Hall. Rom Bushnell is out of town again, but will try to get here sometime in the near future. The meeting was adjourned at 5:53 p.m. Respectfully submitted, Don Hackmann City Clerk 2
