COUNCIL CHAMBERS MEMBERS PRESENT: Chairman, Chuck Rodgers Ron Marshall Norman Orr Albert Ehrlick Gay Easton L.D. Collins Donna Kilpatrick Lonnie Kellogg OTHERS PRESENT: Mike Atkinson D.L. McGillen Vicki Metzger Don Hackmann Peggy Schram Discussion regarding the disposal of leaves and tree branches. Albert mentioned that if they were shredded it could possibly save time and money. We wouldn't have to make as many trips to Billings. Chuck said that at one time someone demonstrated a shredder here, and it cost about $8,000. Gay said another thing that is happening is that people are pruning their trees that were not damaged by the snow and are taking advantage of the situation. Albert stressed the use of a shredder, but Chuck suggested that we should look at an area where we could dump and burn them. The City is using the rear loader packer, but the branches don't seem to compress very well and can't get a very big load. Albert suggested that consideration should be given to renting a shredder. The Working Foreman are keeping track of the number of trips and man hours in picking up the tree branches, which Peggy and Gay should have some information on this by Friday. Gay is concerned about industrial accidents, not only with shredding, but also the way we are doing it now. Burning seems to be a better alternative, if we can get a burning permit. L.D. has been an advocate of a burning pit, ever since the Landfill was closed. He will check to see if we can get a burning permit from the state. Peggy mentioned that the size of shredder we would need would be between $17,000 and $24,000. She doesn't think that it would be 1 r cost effective at this time. L.D. asked whatever happened to the committee about the building thing? Chuck said that there is no committee. No one volunteered to serve on a special committee, and he isn't so sure that we need one at this time. The permit has been issued for the building in question (101 E. Main) and is under construction, and is being observed by the building code. Mike mentioned that something needs to be done about junking impounded vehicles after 30 days and also having a storage fee. This will be discussed at the Council meeting tonight. Ron mentioned that we need to get the "No U-Turn" signs up on S.E. 4th Street and also Washington Street. Peggy said that Andy is getting these signs, but the crew is busy right now picking up tree branches. L.D. reported on patrolling the garbage cans, which was discussed at the Garbage Committee meeting a couple of months ago. He had talked with Jan at Jan's IGA and he was very receptive to the idea of paying an off duty officer to watch his garbage cans. Chuck told everyone to look at their correspondence and committee reports before the council meeting tonight. The meeting was adjourned at 6:47 p.m. Respectfully submitted, Qar?
