CITY COUNCIL COMMITTEE OF THE WHOLE
SEPTEMBER 21, 1993 6:30 P.M.

L.D. Collins and Bob Graham will not be here tonight.
Lonnie mentioned that pranksters have turned the street sign around
at Locust and Main.
Lonnie also mentioned that when the Council votes on Ordinance No.
1080 tonight, he will abstain, due to a conflict of interest.
• Discussion regarding South 5th and the resolution on the agenda
tonight regarding a utility easement for a water line.
Discussion regarding the work that needs to be done at Spruce
Grove. Peggy and Dave have been surveying the street and they will
make some recommendations. Dave said that they will get together
with the street and alley committee.
Albert mentioned that something should be done with the acoustics
in the new Council Chambers. It is really hard to understand and
hear what people are saying.
Donna reported that the Herbstfest Committee would like to put a
flat bed truck at the corner of West First Street and First Avenue
on Saturday.
Gay reported that he has had many phone calls regarding Spruce
Grove. They are concerned about fire protection and ambulance
calls. There is a need for another access/exit to their area.
This work needs to get done as soon as possible. Peggy and Dave
need to get more preliminary work completed and review it with the
Street and Alley Committee and then make some recommendations.
Discussion regarding drainage in this area also.
Dave reported that last week and then today again, the County and
State have been installing equipment for selling and renewing car
licenses. They plan to be up and running by October 5th. The
remodeling is just about complete in the Engineering/Building
department.

The intake pier at the Water Plant is being prepared for winter.
Work is continuing on a design for the container site.
The Sewer Plant drying beds still need a little more work.
Peggy reported that the triangular park on Washington and Idaho,
and East 1st is trenched out and ready for the sprinkler system
installation. Chuck said that hopefully they will get two more
small parks done by spring. The material has been purchased for
these three parks. Next fall we will try to do the same for other
parks.
Chuck said that we still need to consider a drying bed for the jet
rodder. We need to find a place to build one. We can't put it in
with the other ones at the Sewer Plant.
Discussion regarding the old building that Don Meyers helped the
City purchase out of Lewistown.

It is a Butler building specifically designed for Lewistown.
