COUNCIL CHAMBERS MEMBERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Norman Orr Albert Ehrlick Gay Easton Donna Kilpatrick L.D. Collins Lonnie Kellogg OTHERS PRESENT: Bob Gauthier Vicki Metzger Don Hackmann Albert mentioned that we need to do something with the water drainage problem in the underpass. It's a disgrace. Someone told Dave that the water was backing up from the ditch. Water doesn't drain uphill, it should drain down towards the river. It was mentioned that this was surface water, but it is not draining properly. The line must be either plugged or broken. This is a state highway line, and it should be pursued with the state to correct the problem. After further discussion, chuck said that he will contact the new City Engineer, who is still in Helena, and see if she can contact someone with the highway department in Helena. Donna mentioned that the Park Committee is considering buying a swing set for Murray Park. This is in the 1993-94 Park budget for new development in parks. Gay reported that the school board is planning on a new middle school. He has been working on locating Certificate of Surveys and street closures, etc. and has had some problem finding this information, which goes back to 1908. The main problem is whether Colorado Avenue was ever closed. They would like to close 8th Street by the High School, and apparently 9th is okay because it was never a dedicated street which goes north of the High School. Don said that he will check on the deeds for this area. He had made copies when research was done for a city project, and the file might be at the Library. Gay said that the school board plans on putting this issue of a new middle school on the November ballot. The school would be built where the football field is located now. They would move the football field east of the High School. 11 • L. D. said that he has been working on a new pay matrix for the Air Quality Control Board. Lonnie said that this is the third request he has made regarding the finding of an alternate source of power for the water plant. This is needed so that we get a better ISO rating for the fire department, thereby reducing homeowner insurance premiums within the city limits. Phil Nash told Chuck to start looking for a generator, because it would cost less than a loop line by Montana Power. Lonnie and Chuck will investigate this further. Norm wanted to know if the City requires curb and gutters by the new homes being built in Laurel. It was mentioned that the property owners need to create their own SID. They were mainly talking about the Murray Heights area. Ron mentioned that the Police Committee minutes for tonight refers to disposing of two used police cars, by auction. Ron was questioning if this was a conflict of interest if L.D. auctions them off. L.D. said that his wife owns the company and all paperwork is signed by her. He is just the auctioneer. Chuck reported on the change orders for re-roofing City Hall and for the remodeling of the old Library building. The meeting was adjourned at 6:57 p.m. Respectfully submitted, Don Hackmann City Clerk
