CITY COUNCIL COMMITTEE OF THE WHOLE
JULY 20, 1993 6:30 P.M.

Chuck mentioned that the adoption of the 1993-94 preliminary budget
and tax resolutions are on the agenda tonight.
Chuck has hired a Director of Public Works, Peggy Schram, who will
begin working August 16th. Jim Worthington will assist in
completing some projects that were still going when he left. She
is having a problem finding housing in Laurel.
Dave said that the remodeling is progressing right along.
Bob mentioned that there are quite a few stop signs that are hard
to see because they are being blocked by tree branches.
L.D. referred to the Public Utilities Committee minutes regarding
a request for a 6% sewer rate increase. He said that he voted
against it because he doesn't know where this thing stops. He
realizes it is tough on us and everyone else, especially people on
fixed incomes.

It was explained to L.D. that the raise should be 12%,
there are things that should be done at the plant that are not
getting done. In fact we still have to take some money out of the
reserves to balance this year's budget. It is a very difficult
situation for everyone.
Donna said that the swimming lessons have been postponed until
August. She said that we might have to make some refunds.
It was mentioned that the City's policy is that the air temperature
has to be 70 degrees before the pool is opened.
Chuck explained the purchase of a new 1993 police car. He
mentioned that the 1994 cars will cost about $3,500 more than the
19931s. (This was also discussed at the Budget/Finance meeting
earlier today).
Chuck and Don explained the purchase of a new copy machine. (See
Budget/Finance Committee minutes)
Donna said that we need better communications for the committee
members.
Chuck mentioned that they finished negotiations last night, but
they still need to sign off on a few things.
Don explained the preliminary budget regarding page 14. The final
preliminary budget column is not visible due to the clasps that
hold the document together. The swimming pool summary is listed,
but the detail page was inadvertently left out.
0n page 11, the 115 mills will need to be decreased to 106 mills to
comply with I-105. (See Budget/Finance Committee minutes of 7-20-
93 for further explanation)
